Declaration of Independence
“Let it be victorious”
1. On the 9th waning day of Pyatho, Myanmar Era 1309 (January 4, 1948, in the English calendar), a Sunday complete with all auspicious blessings, We, the people of Myanmar, have arrived at the state of becoming the completely independent, sovereign Union of Burma.
2. This great nation of ours is a land of true abundance, blessed with fertile and sacred soil where noble truths and righteous teachings have long taken root. It is a land rich with treasures both above and beneath the earth, sufficient to sustain all living beings until the end of the world without ever being exhausted. On this precious land, we — the Shan, Kachin, Karen, Chin, Mon, Burman, and others — of one blood and one lineage, have lived together as a united and independent people since time immemorial, through ages too long to count. From Tagaung, Thayekhittaya, Bagan, Myinsaing, Sagaing, Pinya, Inwa, and Konbaung, down to Mandalay, our independence shone brightly across the world like the light of the sun. Yet, just as the sun and moon are at times veiled by mist and clouds, losing their brilliance for a while, so too did our independent nation of Myanmar, roughly four hundred years ago, inevitably encounter the great wave of colonialism that had spread from Europe and enveloped the entire world. Through the First Anglo-Burmese War we lost Rakhine and Tanintharyi; through the Second, we lost Hanthawaddy-Bago; and through the Third, we lost Mandalay, the Golden City itself — in three successive blows, the independence we had guarded on this precious soil for a thousand years was completely stripped from our hands and we fell under foreign subjugation. But just as no mist or cloud can forever suppress the brilliance of the sun and moon — which soon reappear in their true radiance — the colonialism that had covered us could not withstand the enduring strength of our ancient and deeply-rooted spirit of independence, and within a brief span of sixty-one years, one month, and one day, it vanished of its own accord. From this day forward, we have, like the full moon breaking free from the clutches of Rahu, emerged clean, pure, and joyful, grasping firmly in our hands the precious and complete state of full independence.
3. The independence we have now attained is not an illusion, like a reflection in water or a mirage in the sky. Because of the unyielding determination, tireless effort, wisdom as bright as a guiding lamp, and courage as sharp as a diamond blade of General Aung San and all the other leaders who guided us unfalteringly along the path to independence and brought us swiftly to this point, we have firmly secured, without the slightest diminishment, that supreme power of sovereignty equal to that of any other independent and great nation in the world.
4. We do not seek the welfare of any single race or region alone. We do not wish to draw distinctions of “brother” or “kin” versus “other.” From time immemorial — an age clearly defined by nature’s own boundaries of rivers, seas, and mountain ranges — down to the present day, all the ethnic peoples who are recognized as citizens of Myanmar and who have lived across the length and breadth of this Union have, through the unique bond of shared blood, shared spirit, and the goodwill that flows naturally as its own support, secured for ourselves — firmly and permanently — the status of a Union, bound by these three ties so that it may endure until the end of the world.
5. Our great nation is not the inheritance of any single individual or group. It is not the private property of any single individual or group. It is not a nation to be seized and exploited by any single individual or group. In accordance with the principle — one held by all humanity and all just law — that this Union belongs, as an inheritance and property to be enjoyed, to all citizens who owe true allegiance to it, whether they lived in it in the past, live in it now, or will live in it in the future, regardless of age, distance, or gender, we have — in keeping with the pure and original democratic ideal by which, since the dawn of human society, people have by their own will chosen and elevated to the presidency a person capable of truly serving the welfare of all — firmly and permanently secured the honored status of the Republic of the Union of Burma, clearly defined by laws and regulations, granting equal justice, equal rights, and equal status to all, so that it may endure through the ages, this being founded above all upon the will of the people.
6. Let it be known. From this very moment, complete with every blessing on this day, We have reclaimed our original and complete independence. All the national races, united in solidarity, with equal rights and equal status, have established the great Republic of the Union of Burma. We shall remain steadfast, until the end of the world, in our loyalty to our independence and to our great nation. As a free nation, we shall uphold the just conduct rightfully observed among all free nations of the world. Just as we cherish our own independence, so too shall we respect and honor the independence of others. As we desire peace, we shall join hands with all who share this wish, to protect and preserve the peace of the world.
Let this, Our Declaration, be made known to the entire world, without exception.

၁။ မြန်မာသက္ကရာဇ် ၁၃ဝ၉ ခုနှစ်ပြာသိုလဆုတ် ၉ ရက် (အင်္ဂလိပ်သက္ကရာဇ်၁၉၄၈ ခုနှစ် ဇန်နဝါရီလ ၄ ရက်) တနင်္ဂနွေနေ့ ကောင်းမြတ်သန့်စင် မင်္ဂလာအပေါင်းနှင့် ပြည့်စုံသောအခါ၌ ဤငါတို့ မြန်မာပြည်သည် လုံးဝလွတ်လပ်သော အချုပ်အချာ အာဏာပိုင် ပြည်ထောင်စုသမ္မတမြန်မာနိုင်ငံတော်ကြီးအဖြစ်သို့ ရောက်ပြီ။
၂။ ဤငါတို့ မြန်မာနိုင်ငံတော်ကြီးသည် လိုရာမတ ပြည့်စုံလှ၍ ဘူမိနက်သန်မှန်သော မြေထူးမြေမြတ်လည်းဖြစ်၏။ မွန်မြတ်သန့်စင်သော တရားထူးတရားမြတ်တို့တည်ရာ မြေကောင်းမြေမွန်လည်း မှန်၏။ မြေတွင်းမြေပြင်အထူးထူးသော ရတနာအပေါင်းတို့နှင့် ပြည့်စုံသဖြင့် သတ္တဝါအပေါင်းတို့ ဆွတ်ယူစားသုံး ကမ္ဘာဆုံးသော်လည်း မသုဉ်းမကုန်နိုင်သော ပဒေသာစစ် အနှစ်သာရ ကြွယ်ဝပြည့်စုံသောမြေလည်းဖြစ်၏။ ဘူမိနက်သန် မှန်လှထူးချွန် ဤမြေမွန်မြေမြတ်၌ ရှမ်း၊ ကချင်၊ ကရင်၊ ချင်း၊ မွန်၊ မြန်မာ စသည်ဖြင့် တသွေးတသား တမိဘ ဖြစ်ကြကုန်သော ငါတို့သည်နှစ်ပေါင်းထောင်ရာ သင်္ချာပွားတက် ရေတွက်ခြင်းငှာ မတတ်နိုင်ရာသော ရာဇဝင်ရှည်ဝေး ရှေးပဝေသဏီမှစ၍ တညီတညွတ် တစုတရုံး လွတ်လပ်သော လူမျိုးအဖြစ် တည်ခဲ့ကြ၏။ တကောင်း၊ သရေခေတ္တရာ၊ ပုဂံ၊ မြင်စိုင်း၊ စစ်ကိုင်း၊ ပင်းယ၊ အင်းဝ၊ ကုန်းဘောင် ထို့နောက် မန္တလေးအထိ ငါတို့၏ လွတ်လပ်ရေးသည် နေရောင်လဝါ ပမာကဲ့သို့ တဖြာဖြာတဝင်းဝင်း ကမ္ဘာချဉ်းအောင် ထွန်းလင်းခဲ့ပေ၏။ သို့ရာတွင် ကမ္ဘာ့တန်ဆာ ကာလအင်္သချေ တည်နေအပ်သော နေမင်းသူရိယာ လစန္ဒာတို့ပင် ဆီးနှင်းမြူတိမ်ဖုံးအုပ်၍ ခေတ္တခဏ အရှိန်အဝါ ညှိုးလျော်နွမ်းလျ မထွန်းမပဖြစ်ဘိသကဲ့သို့ ငါတို့၏ လွတ်လပ်သော မြန်မာနိုင်ငံတော်သည်လည်း လွန်ခဲ့သည့် နှစ်ပေါင်းလေးရာခန့်က ဥရောပတိုင်မှ ထွက်ပေါ်လာ၍ တကမ္ဘာလုံးကို ရစ်ပတ်အုပ်ဖုံးခဲ့သော နယ်ချဲ့ဝါဒကြီးနှင့် မရှောင်မကွင်းသာကြုံကြိုက်ဆုံတွေ့မိ၍ ပဌမ အင်္ဂလိပ်-မြန်မာစစ်၌ ရခိုင်-တနင်္သာရီ၊ဒုတိယ အင်္ဂလိပ်-မြန်မာစစ်၌ ဟံသာဝတီ-ပဲခူး၊ တတိယ အင်္ဂလိပ်-မြန်မာစစ်၌ မန္တလေး ရတနာပုံ သုံးကြိမ်သုံးတန် ချအပ်ရခြင်းဖြင့် ဤမြေထူးမြေမြတ်၌နှစ်ပေါင်းထောင်ရာ စောင့်ထိန်း၍ လာခဲ့ကြသော ငါတို့၏ လွတ်လပ်ရေးသည် ငါတို့လက်မှလွတ်၍ လက်အောက်ခံဘဝသို့ လုံးဝရောက်ခဲ့ကြရသည်။ သို့သော် နေမင်းသူရိယာ လစန္ဒာတို့ကို ဆီးနှင်းမြူတိမ်တို့သည် မည်သို့ပင် ဖုံးလွှမ်းစေကာမူနေလတို့၏ အရှိန်အတောက်ကို မခံနိုင်ရကား ခေတ္တမျှနှင့်ပင်လွင့်စင်ကွယ်ပျောက်၍ နေဝါလရောင်သည် ပကတိအရေကို ပြန်၍ဆောင်လေဘိသကဲ့သို့ ငါတို့အပေါ်၌ လွှမ်းဖုံးအုပ်သော နယ်ချဲ့ဝါဒသည် ငါတို့၏ ကမ္ဘာရှည်မြင့် ရင့်မာလှသော လွတ်လပ်ရေး စိတ်ဓါတ်၏ အရှိန်အတောက်ကို မခံနိုင်ရာကား ခြောက်ဆယ့်တနှစ်တလနှင့် တရက်သော အခိုက်အတန့်ကလေးမှာပင် အလိုအလျောက် ကွယ်ပျောက်သွားရသဖြင့် ဤနေ့ဤအခါမှစ၍ ငါတို့သည် အသူရိန်ခံတွင်းမှ ရှင်းရှင်းကြီး လွတ်မြောက်အပ်သော လပြည့်စန်းပမာ သန့်ရှင်းစင်ကြယ် ချမ်းမြေ့သာယာစွာဖြင့် လုံးဝလွတ်လပ်သောဘဝထူး ဘဝမြတ်ကို လက်ဆုပ်လက်ကိုင် အပိုင်ရရှိကြပြီ။
၃။ ယခု ငါတို့ရရှိအပ်သော လွတ်လပ်ရေးသည် ရေတွင်ရုပ်ရေး မြသွေးကောင်းကင် တိမ်ရိပ်ထင်သကဲ့သို့သော လွတ်လပ်ရေးမဟုတ်။ ငါတို့အား လွတ်လပ်ရေးလမ်းစဉ်သို့ ညွှန်လည်းညွှန်ပြလမ်းစ ရှာကြံ အမြန်ရောက်အောင် ပို့ဆောင်ခဲ့ကြပေသော ဗိုလ်ချုပ်အောင်ဆန်းနှင့်တကွ အဝဝသော ကူးတို့မှူးခေါင်းဆောင်ကြီးတို့၏ မဆုတ်မနစ်သော လုံ့လ၊ မလျော့သောဝိရိယ၊ ဆီမီးတန်ဆောင်ကဲ့သို့ ထွန်းပအပ်သော ဥာဏ်မျက်စိ၊ ဝဇီရစိန်သွားကဲ့သို့ စူးရှသောသတ္တိ တို့ကြောင့် အဟံမမ သံပကြုံးဝါး အခြားအခြားလွတ်လပ်သော နိုင်ငံကြီးတို့နှင့်တန်းတူ မြူတခြမ်းမျှ မလျော့မလို ထိုထိုသော တန်ခိုးရှိန်ဝါ တေဇာအပေါင်းတို့နှင့် ပြည့်စုံသော အချုပ်အချာတည်းဟူသော အာဏာထူးအမြတ်ကို ငါတို့လက်ကိုင် အပိုင်ရရှိကြပြီ။၄။ ငါတို့သည် တမျိုးဘာသာ တစိတ်တဒေသ၏ ကောင်းကျိုးချမ်းသာကို မလိုလား။ ကျောသားရင်သား သူကားငါကား ခွဲခြားခြင်းကိုအလိုမရှိ။ မြစ်ချောင်းသီတာသမုဒ္ဒရာတောင်တန်းတို့ဖြင့် ကမ္ဘာ့ဓမ္မတာ သဘာဝ အပိုင်းအခြား ထင်ရှားစွာ သတ်မှတ်အပ်သော ရာဇဝင်ရှည်ဝေး ရှေးပဝေဏီမှစ၍ ယခုထက်တိုင် မြန်မာနိုင်ငံသားဟု သမုတ်အပ်သူ တိုင်းရင်းသားအပေါင်းတို့ ဇာတိချက်ကြွေနေထိုင်ရာ မြန်မာနိုင်ငံတော်တဝှမ်းကို တသွေးတသားတည်းဟူသော ကြိုးထူး၊ တစိတ်တဝမ်းတည်းဟူသော ကြိုးထူး၊ အလိုအလျောက် သဘာဝ အထောက်အပံ့ဖြင့်သာလျှင် ဖြစ်ပေါ်အပ်သော စေတနာတည်းဟူသော ကြိုးထူး၊ ဤကြိုးသုံးပါးဖြင့် ကမ္ဘာဆုံးတိုင် မြဲခိုင်တည်တံ့အောင် ရစ်ပတ်ဖွဲ့စည်းအပ်သော ပြည်ထောင်စုအဖြစ်ကို လက်ဆိုက်လက်ကိုင် ငါတို့အပိုင်ရလေပြီ။
၅။ ငါတို့နိုင်ငံတော်ကြီးသည် မည်သူတဦးတယောက် တဖွဲ့တသင်း၏ အမွေအနှစ်မဟုတ်။ မည်သူ တဦးတယောက် တဖွဲ့တသင်း၏ ပုဂ္ဂလိကအပိုင်ပစ္စည်း မဟုတ်။ မည်သူတဦးတယောက် တဖွဲ့တသင်းက ချုပ်ကိုင်အနိုင်သိမ်းယူ အကျိုးခံစားအပ်သောနိုင်ငံမဟုတ်။ အတိတ်ကာလက၎င်း၊ ယခုမျက်မှောက်တွင်၎င်း၊ နောင်လာလတ္တံ့သော အနာဂတ်ကာလ၌၎င်း ငါတို့ပြည်ထောင်စုကြီးအတွင်း၌ မှီတင်းနေထိုင်ကြသော ကြီးငယ်ဝေးနီး ကျား-မ မခြား သစ္စာတော်ခံ နိုင်ငံသားဟူသရွေ့ ငါတို့၏ အမွေအနှစ် အပိုင်ပစ္စည်း အကျိုးခံစားရာဖြစ်သည်ဟူသော လူ့ဘာသာ၊ လူ့တရားနှင့်အညီ ကမ္ဘာဦးကာလ လူတို့၏ စည်းရုံးမှု၌လူအပေါင်းတို့၏ သဘောဆန္ဒအရ လူအဝှမ်း၏ အကျိုးကို ကောင်းစွာ ဆောင်ရွက်နိုင်အံ့သော ပုဂ္ဂိုလ်ကို ရွေးကောက်၍ သမ္မတတင်မြှောက်ကြသောမဖောက်မပြန် မစွန်းမငြိ ပကတိ သန့်ရှင်းဖြူစင်သော မူလလူ့ဝါဒနှင့် လျော်စွာ စည်းကမ်းဥပဒေ သေချာထင်ရှားစွာ ပိုင်းခြားသတ်မှတ် တူညီသောတရား၊ တူညီသော အခွင့်အရေး၊ တူညီသော အဆင့်အတန်းအားဖြင့် ကမ္ဘာအရှည်တည်စိမ့်သောငှာ လူအပေါင်းတို့၏ ဆန္ဒသာလျှင် အဓိကဖြစ်သော၊ သမ္မတမြန်မာနိုင်ငံတော်တည်းဟူသော မြတ်သောအဖြစ်ကို လက်ဆုပ်လက်ကိုင် ငါတို့အပိုင်ရပြီ။
၆။ သိကြကုန်လော့။ ယနေ့ မင်္ဂလာအပေါင်းနှင့် ပြည့်စုံသော ဤအချိန်မှစ၍ ငါတို့၏ မူလအပိုင်ဖြစ်သော လုံးဝ လွတ်လပ်ရေးကို ငါတို့ ပြန်၍ယူပြီ။ တိုင်းရင်းသားအပေါင်းတို့ သွေးစည်းညီညွတ်လျက် အခွင့်အရေး၊ အဆင့်အတန်း တူညီသည့် ပြည်ထောင်စုသမ္မတမြန်မာနိုင်ငံတော်ကြီးကို တည်ထောင်ပြီ။ ငါတို့ လွတ်လပ်ရေးနှင့်ငါတို့ နိုင်ငံတော်ကြီး၏ သစ္စာကို ကမ္ဘာဆုံးတိုင် မယိမ်းမယိုင်တည်မည်။ ငါတို့သည် လွတ်လပ်သောနိုင်ငံ ဖြစ်သည်နှင့်အညီ ကမ္ဘာ့လွတ်လပ်သော နိုင်ငံအပေါင်းတို့ တရားသဖြင့် ကျင့်ဆောင်အပ်သော ကျင့်ဝတ်ကို စောင့်ရှောက်ကျင့်ဆောင်မည်။ ငါတို့၏လွတ်လပ်ရေးကို ငါတို့ ချစ်မြတ်နိုးသည်နှင့်အညီ တပါးသူတို့၏ လွတ်လပ်ရေးကိုလည်း ငါတို့ လေးစား စောင့်စည်းမည်။ ငါတို့သည် ငြိမ်းချမ်းရေးကို အလိုရှိသည်နှင့်အညီ ငါတို့ကဲ့သို့ လိုလားသူများနှင့် လက်တွဲ၍ ကမ္ဘာ့ငြိမ်းချမ်းရေးကို ကာကွယ် စောင့်ရှောက်မည်။ ဤ ငါတို့ကျေညာချက်ကို တကမ္ဘာလုံး တယောက်မကျန် ကြားသိစေသတည်း။
