Part 1: Eyewitness Account from Pangkham (Translation of Kwat Ti’s Post)

“Don’t even ask how terrified the generals are…”
The area of the Wa Special Region covers 17,000 square kilometers—compared to Singapore’s 718 square kilometers. China has effectively taken control of a territory 23 times larger than Singapore without firing a single bullet.
This write-up is dedicated to the armchair patriots, internet warriors, and fake nationalists on Facebook who beat their chests and scream, “Not an inch of Myanmar’s soil shall be compromised!” or “Sovereignty is sacred!”—just so they can understand the ground reality.
The Journey to Pangkham
A day before the battles in Laukkai began, I had an unscheduled trip to Pangkham (Pansang), the capital of the Wa Special Region, for work. Traveling from Lashio through Tangyan, we crossed the Salween River bridge and soon reached a Myanmar military checkpoint. The soldiers demanded a blunt fee of 5,000 Kyats.
Once across the border into Wa territory, state telecommunication signals like MPT and Ooredoo ceased entirely. Chinese cellular networks took over, with Telenor picking up only sporadically under international roaming charges.
At first, the dirt road inside Wa territory was thick with dust. But as we drove further, it gave way to gravel, then solid concrete, and finally smooth, high-grade asphalt highways through the mountains—wider, smoother, and far better engineered than the roads in Naypyidaw. When I asked locals, they told me China built these highways.
Every corner was fully electrified. When I asked junior soldiers about the power grid, they mentioned local hydroelectric projects. But when I probed higher-ranking Wa officials, they laughed and admitted: “China supplies as much electricity as we need.”
Infrastructure and Resources for Show
Endless rows of rubber plantations lined the roads, but upon closer inspection, not a single tree was tapped for latex. The tea plantations were the same. It was all built for show.
Before reaching Pangkham, I spotted massive, unused paved concrete flatlands capable of landing jet fighters. When I asked what they were for, the locals simply shrugged—a silent hint that they were built for Chinese military aircraft to land if ever needed.
Heavy machinery was carving through entire mountains. Convoy after convoy of heavy tipper trucks was heading straight into China, loaded with earth and raw minerals. When I asked what was inside, they replied, “Lead and raw ore.” But is it economically viable to haul raw earth just for lead?
Alongside them were 42 trucks carrying squared, pre-processed teak timber—not raw logs, but cut timber stacked and ready. After counting 42, I stopped.
Zero Myanmar Presence
Once inside Pangkham, there was not a single trace of the Myanmar government:
- No Myanmar police officers or soldiers.
- No Myanmar government offices, immigration posts, or tax department branches.
- No state-run hospitals or schools.
The town runs entirely on Chinese signage, the Chinese language, Chinese Yuan (RMB), and Chinese TV channels. Local residents do not carry Myanmar citizenship cards (NRC); they carry official Wa State identification cards. Young Wa personnel roam the streets in military uniforms, carrying pistols at their waists, adorned with fresh uniforms and weaponry without standard army rank badges.
The streets are filled with luxury vehicles—Lexus 570s, Hummers, and 4×4 pickups mounted with heavy machine guns. When filling up at a gas station, Chinese-literate companions started laughing. When asked why, they pointed to a storefront selling bullets, gunpowder, grenades, and landmines on a wholesale basis.
During my two nights in Pangkham, I could not find a single symbol of Myanmar’s national sovereignty.
The Reality of the Geopolitical Game
China secured a territory 23 times the size of Singapore, rich in natural resources, without firing a single shot. If you look at the map, you will understand why Kokang was handed over—Kokang in green, Wa in orange. In this geopolitical theater orchestrated by warlords and Beijing, those who perished in the Laukkai fighting were hundreds of frontline officers and soldiers.
Thinking of their families left behind in ruin brings deep sorrow. Beyond mourning the vast territory surrendered after countless lives were sacrificed over generations to build Myanmar, what else can we do?
Part 2: Historical Context & The Rise of Wa State
To understand how the Wa Region attained this level of de facto independence, one must look at the historical trajectory of Wa State and the United Wa State Army (UWSA).
+-----------------------------------------------------------------------+
| HISTORICAL EVOLUTION |
| |
| Traditional Wa Chieftainships (Sawbwas) |
| └─ Royal lineages governed hill tracts under British & Burmese eras |
| |
| 1960s–1980s: CPB Dominance |
| └─ Wa troops served as primary foot soldiers for Communist Party |
| |
| April 17, 1989: Mutiny & Split |
| └─ Wa fighters overthrew CPB leaders at Pangkham (Pansang) |
| |
| May 1989: SLORC Ceasefire |
| └─ Formalized autonomy, retention of arms, and business control |
| |
| Present: De Facto Confederation & Military Powerhouse |
| └─ Autonomous governance, single-party rule under UWSP |
+-----------------------------------------------------------------------+
- From Sawbwas to the Communist Party of Burma (CPB): Historically, the Wa region comprised traditional chieftainships governed by local Sawbwas (hereditary rulers). During the 1960s and 1970s, the Communist Party of Burma (CPB) recruited heavily among the ethnic Wa, using them as the primary frontline combat force in their war against the Burmese central government.
- The 1989 Mutiny: On April 17, 1989, ethnic Wa combatants mutinied against the Bamar-dominated CPB leadership, storming the party headquarters at Pangkham. Led by figures like Zhao Nyi-Lai and Bao Youxiang, they formed the United Myanmar Ethnicities Party, which later became the United Wa State Party (UWSP), with the United Wa State Army (UWSA) as its armed wing.
- The 1989 Ceasefire with SLORC: Shortly after the mutiny, the Wa leadership struck a historic ceasefire agreement with Myanmar’s military junta (SLORC). In exchange for halting anti-government offensives, Yangon granted the Wa de facto self-governance, allowing them to retain their arms, control their territory, and engage in regional commerce.
- Single-Party Governance: Today, Wa State functions as a one-party autonomous entity governed by the UWSP. While nominally recognizing Myanmar’s overarching territorial integrity to avoid formal international conflict, it operates completely free of central government authority.
Part 3: Personal Historical Vignette – The Displaced Lineage
The political shifts of the 20th century directly disrupted the traditional hereditary leadership of the Wa hills:
The Son of the Wa Sawbwa: Sao Ne Win
- Royal Background: Following the central government’s consolidation of power and eventual territorial reorganizations under General Ne Win, the traditional Wa Sawbwa was deposed. The Burmese regime compensated the family with 40 million Kyats for their loss of feudal rights and administrative powers.
- Life in Exile: The second son of the deposed Sawbwa, Sao Ne Win, lived in a grand two-story mansion in the Myitparyat quarter.
- Appearance & Character: He was distinctively handsome, with fair, yellowish-tinted skin reminiscent of Chinese heritage, combined with classic Shan facial features.
- Commerce & Interests: The family operated a successful Tea Salat (Lahpet / Pickled Tea) business. Sao Ne Win was mathematically gifted and held a deep passion for music, particularly playing the guitar and drums.
This personal account illustrates the broader shift in Wa territory: the traditional, feudal Sawbwa rule was replaced first by communist ideology and eventually by a militarized, heavily armed party state.
Part 4: Military Capabilities, Drug Economy, and Quasi-Confederation
Today, the Wa Region is far more than an autonomous zone—it operates as a heavily fortified de facto Confederate State with military assets that outmatch many standing national armies in the region.
| Domain | Operational Reality in Wa State |
| Narcotics Economy | Historically the region’s primary revenue driver through opium and heroin, later transitioning into massive industrial-scale manufacturing of synthetic drugs (Yaba / Methamphetamine, ICE). |
| Military Hardware | Fields 20,000 to 30,000 standing troops, equipped with main battle tanks, armored vehicles, heavy artillery, weaponized drone fleets, and modern Surface-to-Air Missiles (SAMs) sourced primarily via Chinese channels. |
| Indigenized Defense Production | Operates at least four indigenous ammunition and small-arms factories, providing self-sufficiency in munitions and enabling arms sales to other Ethnic Armed Organizations (EROs) across Myanmar. |
| Geopolitical Stance | Maintains a policy of armed neutrality during internal civil conflict while exercising absolute territorial sovereignty backed by Beijing’s security umbrella. |
Conclusion
As the eyewitness account illustrates, the Wa region has evolved beyond a simple border enclave. Through a combination of state revenue, natural resource extraction, advanced armament, and economic integration with China, Wa State exists as a sovereign nation in all but name—a permanent monument to the structural fragmentation of central authority in Myanmar.
