Ma Ba Tha-linked monks target mosques and Muslim religious observances in Yangon and Mandalay.

LONDON, 23 September 2026 – The Myanmar military junta should immediately unseal prayer spaces at the historic Miba Zay Mosque in Mandalay and end discriminatory restrictions on Muslim worship and mosque reconstruction, the Burma Human Rights Network (BHRN) said today. Since August 2026, Buddhist nationalist monks linked to the Buddha Dhamma Charity Foundation, formerly known as Ma Ba Tha, have targeted mosques, mosque renovations, and Muslim religious observances in Yangon and Mandalay. Junta officials have subsequently ordered construction work dismantled, demolished renovation work, sealed Muslim prayer spaces, and restricted worship.
Myanmar’s military has long supported and worked with Buddhist nationalist movements that have targeted Muslims. Ma Ba Tha, formally known as the Organization for the Protection of Race and Religion, is a Buddhist nationalist movement with a long record of anti-Muslim campaigns, including hate speech, intimidation, and pressure on the state to restrict Muslim rights. Recent research found Buddhist fundamentalist actors continuing to operate in alignment with military structures after the coup.
“The military has long backed Buddhist nationalist groups that spread hatred against Muslims and attack their rights,” said Kyaw Win, Executive Director of the Burma Human Rights Network. “Now extremist monks are targeting mosques and junta officials are shutting down prayer spaces and restricting worship. The junta should immediately reopen these sites and end its discrimination against Muslims.”
On 13 September, the junta-run Aungmyethazan Township General Administration Department issued Order 1/2026 under Section 144 of the Code of Criminal Procedure, sealing two structures in the Miba Zay Mosque compound and restricting prayer, entry and exit, gatherings, and repair or construction work. The order came two days after U Thuzitta (also spelled U Thu Seikta) of the Patriotic Myanmar Monks Union (PMMU), a Ma Ba Tha-linked nationalist monk network, entered the mosque compound and challenged renovation work. A 16 September report states that the order sealed an unfinished structure on Plot No. 89, Kwin No. 23, and a four-storey building on Plot No. 51/5 that junta officials described as an unauthorized temporary prayer hall.
Junta Officials Target Mosques Following Anti-Muslim Nationalist Campaigns
On 15 August, approximately 30 monks from the PMMU entered Sein Kone Mosque in Thanlyin Township, Yangon Region, challenged construction work inside the compound, and demanded documents from mosque administrators. Myanmar scholar Nyi Nyi Kyaw also documented the monks’ actions at Sein Kone Mosque. BHRN documented that junta officials subsequently ordered the construction dismantled.
BHRN also documented that on August 28, junta officials demolished extension and renovation work at Pakkar Mosque in Thingangyun Township, Yangon Region, after nationalist monks objected to the mosque’s extension and renovation work. On August 29, the PMMU (Yangon) issued a statement opposing the junta’s authorization of annual observances marking the birthday of the Prophet Muhammad. The statement described Muslims and Muslim religious leaders as extremists, attacked the decision to allow the observances, and called for action against those responsible for permitting them.
The 13 September order also restricted Muslim worship. It prohibited communal prayer, sermons, and access to the affected site.
“Legally speaking, Buddhist monks have no role in the renovation of a mosque that has been authorized through the municipal building-permit process,” a veteran lawyer who has closely monitored religious violence told BHRN. The lawyer continued to tell BHRN:
“When monks object to the construction or renovation of a mosque, and the township administration responds by sealing the mosque and imposing Section 144 [restrictions on public assembly and movement], the authorities are escalating the situation themselves. We have seen Section 144 imposed in similar circumstances before, followed by widespread religious violence. This is therefore a situation that requires vigilant monitoring.”
In 2017, BHRN documented Buddhist ultra-nationalists working to shut down two Islamic schools in Tharkayta Township, Yangon, after objecting to Muslims praying there. Authorities sealed the schools. When Muslims later prayed in the street because they had been denied access to their places of worship, authorities prosecuted them, and seven men were sentenced to three months in prison.
Military Ties to Anti-Muslim Nationalist Networks Persist
A 2026 study found Buddhist fundamentalist actors “often operating in alignment with military structures” and described a post-coup “strategic alliance” between the junta and Buddhist fundamentalist actors. The study found that the coup helped revive Buddhist nationalist networks that had faded from public view.
The PMMU includes former Ma Ba Tha figures and has long worked closely with the movement. Nyi Nyi Kyaw identifies U Thu Seikta among “hardcore former Ma Ba Tha figures and their allies” and describes nationalist monks still active since the coup as “allied or at least aligned with the military.”
The PMMU has also publicly backed the military regime. In January 2026, the PMMU (Yangon) issued a statement supporting Myanmar’s state delegation in The Gambia’s genocide case at the International Court of Justice and rejecting the genocide allegations. Later that month, military-run media reported that PMMU monks joined a Yangon rally supporting the state delegation, where the PMMU general secretary declared there had been no genocide in Myanmar.
Muslim Communities Still Blocked from Rebuilding Mosques
Muslims in Mandalay were already struggling to rebuild mosques damaged in the March 2025 earthquake. The 28 March 2025 earthquake struck while Muslims were gathered for Friday prayers during Ramadan and destroyed or damaged scores of mosques. After the earthquake, Reuters reported that Myanmar authorities had, for decades, made it difficult for Muslims to obtain permission to repair or build mosques, citing a 2017 U.S. State Department report.
“In northern Mandalay, the Miba Zay Mosque is the only mosque we have,” a local resident told BHRN. “With people displaced by the war and others moving into this area as the city expands, the mosque is too small, and people are already facing many difficulties in performing their prayers. Now that it has been sealed following the creation of a religious dispute, everyone is frightened. People are already facing economic and political difficulties and the threat of military conscription. Having religious tensions stirred up on top of all these problems is absolute hell for ordinary people.”
More than 50 of Mandalay city’s 65 mosques reportedly collapsed in the March 2025 earthquake, and by June 2026 many repair and reconstruction applications still had not received junta approval.
End Discriminatory Restrictions on Muslim Worship
International human rights law protects the right to worship and to maintain places of worship. Article 18 of the Universal Declaration of Human Rights protects freedom of religion or belief. The 1981 U.N. Declaration also protects the right to worship, assemble, and maintain places of worship. The junta’s discriminatory restrictions on Muslim worship and mosque repairs contravene these international human rights standards.
Crimes against religious groups by ultranationalist monks and the Myanmar junta should be investigated by international justice mechanisms. Investigations should include restrictions on the right to freedom of religion and belief.
BHRN calls on U.N. member states and governments to publicly condemn anti-Muslim incitement and discriminatory restrictions on Muslim worship and document abuses involving military-aligned nationalist networks and junta institutions.
“Muslims should not have to fight the junta and extremist monks simply to repair a mosque or gather for prayer,” said Kyaw Win. “The junta should reopen these prayer spaces, end the restrictions on mosque repairs, and stop targeting Muslims for practising their faith.”

“မွတ်စလင်တွေအပေါ်မှာ အမုန်းတရားတွေ ဖြန့်ဝေပြီး မွတ်စလင်တွေရဲ့အခွင့်အရေးတွေကို ချိုးဖောက်ဖို့အတွက် စစ်တပ်က ဒီအမျိုးသားရေးအဖွဲ့တွေကို ကာလရှည်ကြာ ပံ့ပိုးပေးခဲ့ပါတယ်။ အခုလည်း အစွန်းရောက်ဘုန်းကြီးတွေက ဗလီတွေကို ပစ်မှတ်ထားလာတဲ့အခါ စစ်ကောင်စီအာဏာပိုင်တွေက ဝတ်ပြုရာနေရာတွေကို ပိတ်သိမ်းတာ၊ ဘာသာရေးဝတ်ပြုမှုကို ကန့်သတ်တာတွေ လုပ်နေတာပါ။ စစ်ကောင်စီအနေနဲ့ အဲဒီဗလီတွေကို ချက်ချင်းပြန်လည်ဖွင့်လှစ်ပေးပြီး မွတ်စလင်တွေအပေါ် ခွဲခြားဆက်ဆံမှုကို ရပ်တန့်သင့်ပါတယ်”ဟု Burma Human Rights Network ၏ အမှုဆောင်ဒါရိုက်တာ ဦးကျော်ဝင်းက ပြောသည်။
စက်တင်ဘာလ ၁၃ ရက်နေ့တွင် စစ်ကောင်စီလက်အောက်ခံ အောင်မြေသာစံမြို့နယ် အထွေထွေအုပ်ချုပ်ရေးဦးစီးဌာနက ရာဇဝတ်ကျင့်ထုံးဥပဒေပုဒ်မ ၁၄၄ အရ အမိန့်အမှတ် ၁/၂၀၂၆ ကို ထုတ်ပြန်ခဲ့ပြီး မိဘဈေးဗလီဝင်းအတွင်းရှိ အဆောက်အအုံနှစ်ခုကို ပိတ်သိမ်းကာ ဝတ်ပြုဆုတောင်းခြင်း၊ ဝင်ထွက်ခြင်း၊ စုဝေးခြင်းနှင့် ပြုပြင်ခြင်း သို့မဟုတ် ဆောက်လုပ်ခြင်းလုပ်ငန်းများကို ကန့်သတ်ခဲ့သည်။ ယင်းအမိန့်သည် မဘသနှင့် ဆက်နွယ်သည့် မျိုးချစ်ရဟန်းတော်များသမဂ္ဂမှ ဦးသုစိတ္တ ဦးဆောင်သော သံဃာများက ဗလီဝန်းအတွင်း ဝင်ရောက်ကာ ပြုပြင်မွမ်းမံရေးလုပ်ငန်းများကို ကန့်ကွက်ခဲ့ပြီး နှစ်ရက်အကြာတွင် ထုတ်ပြန်ခဲ့ခြင်းဖြစ်သည်။
စက်တင်ဘာလ ၁၆ ရက်နေ့ ထုတ်ပြန်ချက်တစ်ရပ်အရ အဆိုပါအမိန့်သည် ကွင်းအမှတ် ၂၃၊ ဦးပိုင်မြေကွက်အမှတ် ၈၉ ရှိ မပြီးစီးသေးသော အဆောက်အအုံတစ်ခုနှင့် မြေကွက်အမှတ် ၅၁/၅ ရှိ လေးထပ်အဆောက်အအုံတစ်ခုကို ပိတ်သိမ်းခဲ့ခြင်းဖြစ်ပြီး စစ်ကောင်စီအာဏာပိုင်များက ဒုတိယအဆောက်အအုံကို ခွင့်ပြုချက်မရှိဘဲ ယာယီဝတ်ပြုဆောင်အဖြစ် အသုံးပြုနေသည်ဟု သတ်မှတ်ခဲ့သည်။
မွတ်စလင်ဆန့်ကျင်ရေး လှုံ့ဆော်မှုများနောက်တွင် စစ်ကောင်စီအာဏာပိုင်များက ဗလီများကို ပစ်မှတ်ထားလာ
ဩဂုတ်လ ၁၅ ရက်နေ့တွင် ရန်ကုန်တိုင်းဒေသကြီး၊ သန်လျင်မြို့နယ်ရှိ စိန်ကုန်းဗလီဝင်းအတွင်း မျိုးချစ်ရဟန်းတော်များသမဂ္ဂမှ သံဃာအပါး ၃၀ ခန့် ဝင်ရောက်ခဲ့ပြီး ဝင်းအတွင်း ဆောက်လုပ်နေသည့် လုပ်ငန်းများကို ကန့်ကွက်ကာ ဗလီတာဝန်ရှိသူများထံမှ စာရွက် စာတမ်းများ တောင်းယူခဲ့သည်။ မြန်မာ့အရေးလေ့လာသူ ဦးညီညီကျော်ကလည်း စိန်ကုန်းဗလီတွင် အဆိုပါသံဃာများ၏ လုပ်ဆောင်မှုများကို မှတ်တမ်းတင်ထားသည်။ BHRN ၏ မှတ်တမ်းများအရ ယင်းနောက် စစ်ကောင်စီအာဏာပိုင်များက ဆောက်လုပ်ထားသည့် အဆောက်အအုံများကို ဖျက်သိမ်းရန် အမိန့်ပေးခဲ့သည်။
ထို့အပြင် ဩဂုတ်လ ၂၈ ရက်နေ့တွင် ရန်ကုန်တိုင်းဒေသကြီး၊ သင်္ဃန်းကျွန်းမြို့နယ်ရှိ ပက္ကားဗလီတွင် တိုးချဲ့ခြင်းနှင့် ပြုပြင်မွမ်းမံခြင်းလုပ်ငန်းများကို အမျိုးသားရေးဘုန်းကြီးများက ကန့်ကွက်ပြီးနောက် စစ်ကောင်စီအာဏာပိုင်များက အဆိုပါလုပ်ငန်းများကို ပြန်လည်ဖြိုဖျက်စေခဲ့ကြောင်း BHRN က မှတ်တမ်းတင်ထားသည်။
ဩဂုတ်လ ၂၉ ရက်နေ့တွင် မျိုးချစ်ရဟန်းတော်များသမဂ္ဂ(ရန်ကုန်)က တမန်တော်မုဟမ္မဒ်၏ မွေးနေ့အထိမ်းအမှတ် နှစ်စဉ်ကျင်းပသည့် ဘာသာရေးအခမ်းအနားများကို စစ်ကောင်စီက ခွင့်ပြုထားခြင်းနှင့်ပတ်သက်၍ ကန့်ကွက်သည့် ကြေညာချက်တစ်ရပ်ထုတ်ပြန်ခဲ့သည်။ အဆိုပါကြေညာချက်တွင် မွတ်စလင်များနှင့် မွတ်စလင်ဘာသာရေးခေါင်းဆောင်များကို အစွန်းရောက်များအဖြစ် သတ်မှတ်ဖော်ပြခဲ့ပြီး အခမ်းအနားများ ကျင်းပခွင့်ပြုခဲ့သည့် ဆုံးဖြတ်ချက်ကို ဝေဖန်ကာ ခွင့်ပြုခဲ့သူများအပေါ် အရေးယူရန် တောင်းဆိုခဲ့သည်။
စက်တင်ဘာလ ၁၃ ရက်နေ့ ထုတ်ပြန်ခဲ့သည့် အမိန့်တွင် မွတ်စလင်များ၏ ဘာသာရေးဝတ်ပြုမှုကိုလည်း ကန့်သတ်ထားသည်။ ထိခိုက်သည့်နေရာတွင် စုပေါင်းဝတ်ပြုခြင်း၊ တရားဟောခြင်းနှင့် ဝင်ရောက်ခြင်းတို့ကို တားမြစ်ထားသည်။
“မြို့တော်စည်ပင် ဆောက်လုပ်မိန့်နဲ့ ဗလီပြန်ပြင်ဆောက်တာမှာ ဥပဒေကြောင်းအရ ဘုန်းကြီးအလုပ် ဘာမှမရှိဘူး” ဟု ဘာသာရေးအကြမ်းဖက်မှုများကို အနီးကပ်စောင့်ကြည့်လေ့လာလာခဲ့သည့် ဝါရင့်ရှေ့နေတစ်ဦးက BHRN သို့ ပြောကြားခဲ့သည်။ အဆိုပါရှေ့နေက BHRN သို့ ဆက်လက်ပြောကြားရာတွင် —
“ဘုန်းကြီးက ဗလီဆောက်တာကို လာကန့်ကွက်လိုက်တာနဲ့ မြို့နယ်အုပ်ချုပ်ရေးက ဗလီချိတ်ပိတ်ပြီး ပုဒ်မ ၁၄၄ ထုတ်တယ်ဆိုတာက အုပ်ချုပ်ရေးက ပြဿနာကြီးအောင်လုပ်နေတာ၊ ဒီလို ပုဒ်မ ၁၄၄ ထုတ်ပြီး ဘာသာရေးအကြမ်းဖက်မှုတွေ အများကြီး လုပ်ခဲ့ဖူးတာပဲ အခုလည်း သတိထားစောင့်ကြည့်ရမယ့် အချိန်အခါပဲ”
၂၀၁၇ ခုနှစ်တွင်လည်း ရန်ကုန်တိုင်းဒေသကြီး၊ သာကေတမြို့နယ်ရှိ အစ္စလာမ်ဘာသာရေး ကျောင်းနှစ်ကျောင်းကို ပိတ်သိမ်းရန် ဗုဒ္ဓဘာသာ အစွန်းရောက်အမျိုးသားရေးဝါဒီများက ကြိုးပမ်းခဲ့မှုကို BHRN က မှတ်တမ်းတင်ခဲ့သည်။ မွတ်စလင်များ ထိုနေရာတွင် ဝတ်ပြုဆုတောင်းခြင်းကို ကန့်ကွက်ခဲ့ပြီးနောက် အာဏာပိုင်များက ကျောင်းများကို ပိတ်သိမ်းခဲ့သည်။ နောက်ပိုင်းတွင် မွတ်စလင်များသည် မိမိတို့၏ ဝတ်ပြုရာနေရာများသို့ ဝင်ရောက်ခွင့်မရသဖြင့် လမ်းပေါ်တွင် ဝတ်ပြုဆုတောင်းခဲ့ကြရာ အာဏာပိုင်များက ၎င်းတို့ကို တရားစွဲဆိုခဲ့ပြီး အမျိုးသား ၇ ဦးကို ထောင်ဒဏ် ၃ လစီ ပြစ်ဒဏ်ချမှတ်ခဲ့သည်။
မွတ်စလင်ဆန့်ကျင်ရေး အမျိုးသားရေးကွန်ရက်များနှင့် စစ်တပ်အကြား ဆက်နွယ်မှုများ ဆက်လက်တည်ရှိ
၂၀၂၆ ခုနှစ်တွင် ထုတ်ဝေခဲ့သည့် သုတေသနတစ်ရပ်တွင် ဗုဒ္ဓဘာသာအခြေခံဝါဒီအင်အားစုများသည် “စစ်တပ်နှင့် မကြာခဏ ပူးပေါင်းလှုပ်ရှားလေ့ရှိကြောင်း” တွေ့ရှိခဲ့ပြီး အာဏာ သိမ်းပြီးနောက် စစ်ကောင်စီနှင့် ဗုဒ္ဓဘာသာအခြေခံဝါဒီ အင်အားစုများအကြား “မဟာ ဗျူဟာမြောက် မဟာမိတ်ဆက်ဆံရေး” ရှိနေကြောင်း ဖော်ပြထားသည်။ အာဏာသိမ်းမှု သည် ယခင်က လူထုအကြားမှ ပျောက်ကွယ်လုနီးပါးဖြစ်ခဲ့သည့် ဗုဒ္ဓဘာသာ အမျိုးသားရေးကွန်ရက်များကို ပြန်လည်လှုပ်ရှားလာစေခဲ့ကြောင်းလည်း အဆိုပါသုတေသနက တွေ့ရှိထားသည်။
မျိုးချစ်ရဟန်းတော်များသမဂ္ဂတွင် ယခင် မဘသအဖွဲ့ဝင်များ ပါဝင်နေပြီး မဘသနှင့် ကာလရှည်ကြာ နီးကပ်စွာ ပူးပေါင်းဆောင်ရွက်ခဲ့သည်။ သုတေသီ ဦးညီညီကျော်က ဦးသုစိတ္တအား “မဘသ၏ အမာခံအဖွဲ့ဝင်ဟောင်းများနှင့် ၎င်းတို့၏ မဟာမိတ်များ”ထဲမှ တစ်ဦးအဖြစ် ဖော်ပြထားပြီး အာဏာသိမ်းပြီးနောက် ဆက်လက်လှုပ်ရှားနေသည့် အမျိုးသားရေးဝါဒီ သံဃာများသည် “စစ်တပ်နှင့် မဟာမိတ်ပြုထားခြင်း သို့မဟုတ် အနည်းဆုံးအားဖြင့် ပေါင်းဖက်တွေ့နေခြင်း” ဖြစ်ကြောင်း ဖော်ပြထားသည်။
မျိုးချစ်ရဟန်းတော်များသမဂ္ဂသည် စစ်အစိုးရကိုလည်း လူသိရှင်ကြား ထောက်ခံခဲ့သည်။ ၂၀၂၆ ခုနှစ် ဇန်နဝါရီလတွင် မျိုးချစ်ရဟန်းတော်များသမဂ္ဂ(ရန်ကုန်) က ဂမ်ဘီယာနိုင်ငံက အပြည်ပြည်ဆိုင်ရာ တရားရုံး (ICJ) တွင် တင်သွင်းထားသည့် လူမျိုးတုံးသတ်ဖြတ်မှုဆိုင်ရာ အမှုတွင် မြန်မာနိုင်ငံကိုယ်စားပြု အစိုးရအဖွဲ့၏ ရပ်တည်ချက်ကို ထောက်ခံကြောင်းနှင့် လူမျိုးတုံးသတ်ဖြတ်မှု စွပ်စွဲချက်များကို ပယ်ချကြောင်း ကြေညာချက် ထုတ်ပြန်ခဲ့သည်။ ထိုလအတွင်း၌ပင် စစ်တပ်ထိန်းချုပ်သည့် မီဒီယာများက မျိုးချစ်ရဟန်းတော်များသမဂ္ဂမှ သံဃာများသည် မြန်မာနိုင်ငံ၏ ကိုယ်စားလှယ်အဖွဲ့ကို ထောက်ခံသည့် ရန်ကုန်မြို့ရှိ ဆန္ဒဖော်ထုတ်ပွဲတစ်ခုတွင် ပါဝင်ခဲ့ကြောင်း ဖော်ပြခဲ့ပြီး မျိုးချစ်ရဟန်းတော်များသမဂ္ဂ အထွေ ထွေအတွင်းရေးမှူးက မြန်မာနိုင်ငံတွင် လူမျိုးတုံးသတ်ဖြတ်မှု မရှိခဲ့ကြောင်း ပြောကြားခဲ့သည်။
မွတ်စလင်လူထုများ ဗလီများ ပြန်လည်တည်ဆောက်ခွင့်မှ ဆက်လက်တားဆီးခံနေရ
မန္တလေးမြို့ရှိ မွတ်စလင်များသည် ၂၀၂၅ ခုနှစ် မတ်လတွင် လှုပ်ခတ်ခဲ့သည့် ငလျင်ကြောင့် ပျက်စီးခဲ့သော ဗလီများကို ပြန်လည်တည်ဆောက်ရန် အခက်အခဲများနှင့် ရင်ဆိုင်ရလျက်ရှသည်။ ၂၀၂၅ ခုနှစ် မတ်လ ၂၈ ရက်နေ့တွင် လှုပ်ခတ်ခဲ့သော ငလျင်သည် ရမသွာန် ဥပုသ်လအတွင်း မွတ်စလင်များ သောကြာနေ့ဝတ်ပြုဆုတောင်းနေချိန်တွင် ဖြစ်ပွားခဲ့ပြီး ဗလီအများအပြား ထိခိုက်ပျက်စီးခြင်း ဖြစ်ပေါ်ခဲ့သည်။ ငလျင်လှုပ်ပြီးနောက် Reuters ၏ ဖော်ပြချက်အရ မြန်မာအာဏာပိုင်များသည် ဆယ်စုနှစ်များစွာအတွင်း မွတ်စလင်များအနေဖြင့် ဗလီများ ပြုပြင်ရန် သို့မဟုတ် ဆောက်လုပ်ရန် ခွင့်ပြုချက်ရရှိရေးကို အခက်အခဲဖြစ်စေခဲ့ပြီး ယင်းအချက်အား ၂၀၁၇ ခုနှစ် အမေရိကန်နိုင်ငံခြားရေးဝန်ကြီးဌာန၏ အစီရင်ခံစာကို ကိုးကား၍ ဖော်ပြခဲ့သည်။
“ကျွန်တော်တို့ မန္တလေးမြောက်ပြင်မှာ ဒီမိဘဈေး ဗလီတစ်လုံးပဲ ရှိတာ၊ စစ်ဘေးရှောင်တွေနဲ့ မြို့ကကျယ်ပြန့်လာပြီး ဒီဘက်ရွှေ့လာကြသူတွေနဲ့ ဗလီလေးက ကျဉ်းတော့ ဝတ်ပြုမှု အခက်အခဲအများကြီးရှိနေတယ်၊ အခု ဘာသာရေး ပြဿနာရှာပြီး ချိတ်ပိတ်လိုက်တော့ အကုန်ကြောက်လန့်ကုန်တယ်၊ စီးပွားရေး၊ နိုင်ငံရေး၊ စစ်မှု ထမ်းပြဿနာ အခက်အခဲတွေနဲ့အပြင် အခု ဘာသာရေးမီးမွှေးလာတာ ပြည်သူတွေအတွက်တော့ တကယ့်ငရဲပဲ” ဟု ဒေသခံတစ်ဦးက BHRN သို့ ပြောသည်။
၂၀၂၅ ခုနှစ် မတ်လတွင် လှုပ်ခတ်ခဲ့သည့် ငလျင်ကြောင့် မန္တလေးမြို့ရှိ ဗလီ ၆၅ လုံးအနက် ၅၀ ကျော်မှာ ပြိုကျခဲ့ပြီး ၂၀၂၆ ခုနှစ် ဇွန်လအထိ ဗလီများ ပြုပြင်ရန်နှင့် ပြန်လည်တည်ဆောက်ရန် တင်ပြထားသည့် လျှောက်လွှာများအနက် အများအပြားမှာ စစ်ကောင်စီ၏ ခွင့်ပြုချက် မရရှိသေးကြောင်း သတင်းများအရ သိရသည်။
မွတ်စလင်များ၏ ဘာသာရေးဝတ်ပြုမှုအပေါ် ခွဲခြားကန့်သတ်မှုများ ရပ်တန့်ရန် တောင်းဆို
အပြည်ပြည်ဆိုင်ရာ လူ့အခွင့်အရေးဥပဒေများသည် ဘာသာရေးဝတ်ပြုခွင့်နှင့် ဝတ်ပြုရာနေရာများကို ထိန်းသိမ်းခွင့်ကို ကာကွယ်ပေးထားသည်။ အပြည်ပြည်ဆိုင်ရာ လူ့အခွင့်အရေးကြေညာစာတမ်း(UDHR)၏ အပိုဒ် ၁၈ တွင် ဘာသာရေးသို့မဟုတ် ယုံကြည်ချက်လွတ်လပ် ခွင့်ကို ကာကွယ်ပေးထားသည်။ ၁၉၈၁ ခုနှစ် ကုလသမဂ္ဂ၏ ဘာသာရေး သို့မဟုတ် ယုံကြည်ချက်အပေါ် အခြေခံသည့် ခွဲခြားဆက်ဆံမှုနှင့် သည်းမခံမှု ပုံစံအားလုံး ပပျောက်ရေး ကြေညာစာတမ်းတွင်လည်း ဘာသာရေးဝတ်ပြုခွင့်၊ စုဝေးခွင့်နှင့် ဝတ်ပြုရာနေရာများကို ထိန်းသိမ်းခွင့်တို့ကို ကာကွယ်ပေးထားသည်။ ထို့ကြောင့် မွတ်စလင်များ၏ ဘာသာရေးဝတ်ပြုမှုနှင့် ဗလီပြုပြင်ရေးအပေါ် စစ်ကောင်စီ၏ ခွဲခြားကန့်သတ်မှုများသည် အဆိုပါ အပြည်ပြည်ဆိုင်ရာ လူ့အခွင့်အရေးစံနှုန်းများနှင့် ဆန့်ကျင်နေသည်။
အစွန်းရောက်အမျိုးသားရေးဝါဒီ သံဃာများနှင့် မြန်မာစစ်ကောင်စီတို့က ဘာသာရေးအုပ်စုများအပေါ် ကျူးလွန်သည့် ပြစ်မှုများကို နိုင်ငံတကာ တရားမျှတမှုဆိုင်ရာ ယန္တရားများဖြင့် စုံစမ်းစစ်ဆေးသင့်သည်။ ထိုစုံစမ်းစစ်ဆေးမှုများတွင် ဘာသာရေး သို့မဟုတ် ယုံကြည်ချက် လွတ်လပ်မှုဆိုင်ရာ ကျင့်သုံးခွင့်အပေါ် ကန့်သတ်ချက်များကိုလည်း ထည့်သွင်းစစ်ဆေးသင့်ပါသည်။
ထို့အပြင် စစ်တပ်နှင့် အရောတဝင်ရှိသည့် အမျိုးသားရေးဝါဒီသံဃာများက မွတ်စလင်များ၏ ဘာသာရေးဝတ်ပြုမှုနှင့် ဗလီဆိုင်ရာကိစ္စရပ်များတွင် ဝင်ရောက်စွက်ဖက်ခြင်းကို ရပ်တန့်ရန်လည်း BHRN က တောင်းဆိုသည်။
BHRN အနေဖြင့် ကုလသမဂ္ဂအဖွဲ့ဝင်နိုင်ငံများနှင့် အစိုးရများအား မွတ်စလင်ဆန့်ကျင်ရေး လှုံ့ဆော်မှုများနှင့် မွတ်စလင်များ၏ ဘာသာရေးဝတ်ပြုမှုအပေါ် ခွဲခြားကန့်သတ်မှုများကို လူသိရှင်ကြား ရှုတ်ချရန်နှင့် စစ်တပ်နှင့် ဆက်နွယ်သည့် အမျိုးသားရေးဝါဒီကွန်ရက်များနှင့် စစ်ကောင်စီအဖွဲ့အစည်းများ ပါဝင်ပတ်သက်သည့် လူ့အခွင့်အရေးချိုးဖောက်မှုများကို မှတ်တမ်းတင်ရန် တောင်းဆိုသည်။
“မွတ်စလင်တွေက ဗလီတစ်လုံးကို ပြုပြင်ဖို့ ဒါမှမဟုတ် ဝတ်ပြုဆုတောင်းဖို့ စုဝေးရုံသက်သက်အတွက်နဲ့တော့ စစ်ကောင်စီနဲ့ အစွန်းရောက်ဘုန်းကြီးတွေကို တောင်းဆိုတိုက်ပွဲဝင်နေရတာမျိုး မဖြစ်သင့်ပါဘူး။ စစ်အစိုးရအနေနဲ့ ဒီလိုဝတ်ပြုဆု တောင်းတဲ့နေရာတွေကို ပြန်လည်ဖွင့်လှစ်ပေးဖို့နဲ့ ဗလီပြုပြင်ရေးမှာ ကန့်သတ်ချက်တွေကို ဖယ်ရှားပြီး မိမိတို့ရဲ့ ယုံကြည်ကိုးကွယ်မှုကို လိုက်နာကျင့်သုံးနေတဲ့ မွတ်စလင်တွေကို ပစ်မှတ်ထားတာကနေ အမြန်ဆုံးရပ်တန့်သင့်ပါတယ်” ဟု BHRN ၏ အမှုဆောင်ဒါရိုက်တာ ဦးကျော်ဝင်းက ပြောသည်။
