ASEAN Foreign Ministers from 10 Countries Hold Online Video Conference on Myanmar Situation, Agree to Push for Inclusive Dialogue

Foreign ministers from all 10 ASEAN member states held an online video conference to discuss the Myanmar situation and agreed to push for the emergence of an inclusive dialogue, according to Cambodia-based Khmer Times.

On May 21, the ASEAN foreign ministers convened an online meeting to discuss solutions to the ongoing political and military crisis in Myanmar.

During the meeting, Cambodia officially reaffirmed its full and unwavering support for the ASEAN-led processes and efforts regarding the Myanmar situation.

At the “Extended Informal Consultation on the Developments in Myanmar”, held via video conference with all 10 ASEAN foreign ministers in attendance, participants unanimously agreed to push for a cessation of violence and the emergence of inclusive dialogues. They also emphasized the critical importance of initiating Constructive Dialogue among all parties involved in the Myanmar conflict.

Participants also unanimously called for an immediate Cessation of Violence on the ground, and stressed the urgent need to create a conducive environment for an Inclusive Dialogue in which all major stakeholders in the conflict can participate without exception.

During the consultation, Cambodia’s Deputy Prime Minister and Foreign Minister stated that Cambodia is ready to provide all-around support for open and frank consultations in line with ASEAN’s Core Principles, aimed at overcoming the current crisis in Myanmar and charting a path forward.

Cambodia, which has actively engaged in mediation efforts on the Myanmar issue since its tenure as ASEAN Chair — including dispatching special envoys — reiterated that it will continue to work alongside regional partners in accordance with ASEAN’s common agreements to restore peace and stability in Myanmar.

This online meeting among ASEAN foreign ministers on May 21 came shortly after Malaysia’s Foreign Minister made a day trip to Naypyidaw, Myanmar, on May 19.

ယမန်နေ့ မေလ ၂၁ ရက်နေ့ အာဆီယံနိုင်ငံခြားရေးဝန်ကြီးများက မြန်မာ့အရေးအတွက် အွန်လိုင်းမှတစ်ဆင့် အစည်းအဝေးခေါ်ယူဆွေးနွေးခဲ့ကြပြီး မြန်မာနိုင်ငံ၏ လက်ရှိဖြစ်ပေါ်နေသော နိုင်ငံရေးနှင့် စစ်ရေးအကျပ် အတည်းများကို ဖြေရှင်းနိုင်ရန်အတွက်ဆွေးနွေးကြကြောင်း သိရှိရသည်။

ယင်းအစည်းအဝေးတွင် အာဆီယံအဖွဲ့ကြီးက ဦးဆောင်၍ ကြိုးပမ်းဆောင်ရွက်နေသည့် မြန်မာ့အရေး လုပ် ငန်းစဉ်များအပေါ် ကမ္ဘောဒီးယားနိုင်ငံအနေဖြင့် ရပ်တည်ချက်မပြောင်းလဲဘဲ အပြည့်အဝ ဆက်လက်ထောက်ခံသွားမည်ဖြစ် ကြောင်း ကမ္ဘောဒီးယားအစိုးရက တရားဝင် ထပ်လောင်းအတည်ပြုပြောဆိုသည်။

အာဆီယံ ၁၀ နိုင်ငံမှ နိုင်ငံခြားရေးဝန်ကြီးအားလုံး စုံညီစွာ အွန်လိုင်းဗီဒီယိုကွန်ဖရင့် (Videoconference) စနစ်ဖြင့် ကျင်းပပြုလုပ်ခဲ့သည့် မြန်မာ့အရေးဆိုင်ရာ “အလွတ်သဘော ညှိနှိုင်းဆွေးနွေးပွဲ” (Extended Informal Consultation on the Development in Myanmar)တွင် အကြမ်းဖက်မှုများရပ်တန့်ရေးနှင့် အားလုံးပါဝင်သော ဆွေးနွေးပွဲများ ဖြစ်ပေါ်လာရေး တွန်းအားပေးရန် သဘောတူညီကြကြောင်း ၊ မြန်မာ့ပဋိပက္ခအတွင်း ပါဝင်ပတ် သက်နေကြသည့် အဖွဲ့အစည်းအားလုံးအကြား အပြုသဘောဆောင်သည့် ဆွေးနွေးညှိနှိုင်းမှုများ (Constructive Dialogue) စတင်နိုင်ရန် အလွန်အရေးကြီးသည်ကို အဓိကထား အလေးအနက်ပြု ဆွေးနွေးခဲ့ကြကြောင်း သိရှိရသည်။

ထို့ပြင် လက်ရှိ မြေပြင်တွင် ဖြစ်ပွားနေသော တိုက်ခိုက်မှုများနှင့် အကြမ်းဖက်မှုများအားလုံးကို အမြန်ဆုံး ရပ် တန့်ရန် (Cessation of Violence) နှင့် ပဋိပက္ခတွင် ပါဝင်ပတ်သက်နေသည့် အဓိကအစုအဖွဲ့များအားလုံး ခြွင်း ချက်မရှိ အတူတကွ ပါဝင်ဆွေးနွေးနိုင်မည့် “အားလုံးပါဝင်သော တွေ့ဆုံဆွေးနွေးပွဲ” (Inclusive Dialogue) တစ်ရပ် ပေါ်ပေါက်လာစေရေးအတွက် လိုအပ်သော၊ ကောင်းမွန်သော ပတ်ဝန်းကျင်ကောင်းတစ်ခုကို အမြန်ဆုံး ဖန်တီးပေးရန် လိုအပ်သည်ဆိုသော အချက်များကိုလည်း အစည်းအဝေး တက်ရောက်လာသူများက တညီ တညွတ်တည်း တိုက်တွန်းဆွေးနွေးကြကြောင်း သိရှိရသည်။

အဆိုပါ ညှိနှိုင်းဆွေးနွေးပွဲအတွင်း ကမ္ဘောဒီးယား ဒုတိယဝန်ကြီးချုပ်နှင့် နိုင်ငံခြားရေးဝန်ကြီးက မြန်မာနိုင်ငံ၏ လက်ရှိဖြစ်ပေါ်နေသော အကျပ်အတည်း အခြေအနေများကို ကျော်လွှားနိုင်ရေးနှင့် ရှေ့ဆက်လုပ်ဆောင်မည့် လုပ်ငန်းစဉ် လမ်းပြမြေပုံများနှင့် ပတ်သက်၍ အာဆီယံအဖွဲ့ကြီး၏ အခြေခံစည်းမျဉ်းများ (ASEAN’s Core Principles) နှင့်အညီ ပွင့်လင်းမြင်သာပြီး ရိုးသားမှုရှိသည့် ဆွေးနွေးညှိနှိုင်းမှုများ (Open and Frank Consultations) ကို လုပ်ဆောင်သွားမည့်အပေါ် ကမ္ဘောဒီးယားနိုင်ငံအနေဖြင့် ဘက်ပေါင်းစုံက ကူညီပံ့ပိုးပေးသွားရန် အဆင်သင့်ရှိကြောင်း ထုတ်ဖော်ပြောဆိုသည်။

ကမ္ဘောဒီးယားနိုင်ငံသည် အာဆီယံအလှည့်ကျဥက္ကဋ္ဌ တာဝန်ယူခဲ့စဉ်ကတည်းက မြန်မာ့အရေးနှင့် ပတ်သက်၍ အထူးကိုယ်စားလှယ်များ စေလွှတ်ကာ စေ့စပ်ညှိနှိုင်းရေးလမ်းကြောင်း ပေါ်ပေါက်လာစေရန် တက်ကြွစွာ ပါဝင်ဆောင်ရွက်ခဲ့သည့် နိုင်ငံတစ်ခုဖြစ်ပြီး လက်ရှိတွင်လည်း အာဆီယံ၏ ဘုံသဘောတူညီချက်များအတိုင်း မြန်မာ့ငြိမ်းချမ်းရေးနှင့် တည်ငြိမ်ရေး ပြန်လည်ရရှိရေးအတွက် ဒေသတွင်း မိတ်ဖက်နိုင်ငံများနှင့်အတူ ဆက်လက်ပူးပေါင်း တွန်းအားပေးဆောင်ရွက်သွားမည်ဖြစ်ကြောင်း ကမ္ဘောဒီးယားအစိုးရက ထုတ်ဖော်ပြောဆိုထားသည်။

မေလ ၁၉ ရက်​နေ့ မလေးရှားနိုင်ငံခြားရေးဝန်ကြီးက မြန်မာနိုင်ငံ၊ နေပြည်တော်သို့ နေ့ချင်းပြန်သွားရောက်ပြီးနောက် မေလ ၂၁ ရက်နေ့တွင် အာဆီယံနိုင်ငံခြားရေးဝန်ကြီးများက အွန်လိုင်းမှတစ်ဆင့် တွေ့ဆုံ ဆွေးနွေးကြခြင်းဖြစ်သည်။
