Divide and rule, again: 2013 and today

A note before I begin. U Aung Tin is not the only one who saw the “divide and rule” tactic for what it was. Many of us in the Myanmar Muslim diaspora, myself included, understood it and tried to warn our friends and relatives. History is now repeating itself. Min Aung Hlaing and his junta are in trouble because of the Spring Revolution and mounting international pressure, including the pending ICJ and ICC proceedings. He appears to be turning to Ma Ba Tha to stir up anti-Muslim hatred and divert attention from his problems. This time the target is the Muslims of mainland Myanmar.

Was the anti-Muslim violence that began in Meiktila in March 2013 and spread across the country caused by Muslims speaking carelessly, behaving without restraint, or insulting Buddhism? Or was it caused by systematic incitement and protection from the state?

More than 13 years ago, after the Thida Htwe case, Dr. Aye Maung led the incitement. Some NLD members joined in (Min Ko Naing and U Win Htein said NLD members were involved, while Daw Aung San Suu Kyi feigned ignorance). The regime actively encouraged and sponsored it. Muslims from mainland Myanmar were beaten to death in broad daylight at Taungup [1][2]. Soon afterwards, the violence began in Meiktila and spread nationwide. According to Min Ko Naing, the power and phone lines were cut, convoys of vehicles entered the towns, and looting, destruction and killing went on at will. Then the convoys withdrew with a whistle blast, and electricity and phone service were restored.

While the Rohingya were being looted, burned, killed and driven out en masse (later the Kaman and Maramagyi too), Burman and Rakhine extremists told mainland Muslims: “We are only expelling illegal immigrants. You are not included. You Muslims should oppose the illegal immigrants together with us.” It was an explanation laced with a threat. The Kaman were treated the same way.

Because they did not understand the politics behind this, a small number of Myanmar Muslims and Kaman joined Rakhine and Burman extremists in opposing the Rohingya, calling them “illegal Bengalis”. (Dr. Win Myat Aye, an NUG minister, apologised for insulting the Rohingya, and those Muslims should apologise too. They should show at least as much courage as Dr. Win Myat Aye.)

I warned them repeatedly that this was a trap and urged them not to cooperate with or support the extremists. Many people condemned and cursed me for it, saying, “You live abroad. You know nothing. Stop lecturing us.” But when the violence spread nationwide from Meiktila, those same people vanished. They stayed offline and did not dare leave their homes.

Later, the Kaman and Maramagyi suffered violence too, just as mainland Muslims did.

Now history may be repeating. Once again I am warning, and once again I am being cursed, as usual, by some Muslims.

What should we, as Muslims, do?

We must be careful in how we live and speak, and that is right. But how can a lamb avoid a wolf that is determined to find fault? In 2013, while violence raged nationwide, a schoolgirl in Okkan accidentally brushed a young novice monk with her bicycle. It was an accident, and the novice made no complaint. Yet wolves looking for a pretext turned it into an “insult to Buddhism,” and Muslims and mosques across Okkan were looted, destroyed and beaten [3].

So I ask again: was the violence of March 2013 caused by Muslims’ careless speech and conduct, or by systematic incitement and protection from the state? Answer that.

Instead of blaming one another, see clearly that however careful we are, if the regime wants to attack Muslims, it can do so at any time. So:

  • Be more careful than before in how you live and speak.
  • Avoid dangerous places.
  • If you don’t dare to warn others, don’t. If you are afraid, stay quiet.
  • I fully understand the fear of those living in dangerous areas.
  • But do not attack the person who warns you. Don’t quarrel with someone who is only trying to protect you.

  • The Meiktila violence began on 20 March 2013 after a dispute in a gold shop and spread to other towns. The government declared a state of emergency and deployed troops on the third day. Later violence hit Okpho, Gyobingauk and Minhla.   • Ma Thida Htwe was raped and murdered on 28 May 2012. On 3 June, after incendiary pamphlets circulated, villagers stopped a bus in Toungop and killed ten Muslims. HRW reported that police and soldiers looked on without intervening. Human Rights WatchHuman Rights Watch
  • Ma Ba Tha was outlawed in May 2017 and held frequent demonstrations in support of the military and was behind numerous hate-speech campaigns against Muslims. The US State Department reported that the post-coup regime intensified hate speech, portrayed Min Aung Hlaing as a Buddhist warrior-king, and linked the NLD and the anti-coup movement to Islam.   • On the current context, Min Aung Hlaing became president in March 2026 after an election the UN, ASEAN and Western governments rejected as a sham. Proceedings against him are underway at the ICJ and ICC, and in Argentina, Timor-Leste and Indonesia. Bhrn

အဲဒီကာလတုန်းက ရိုဟင်ဂျာတွေကို (နောက်ပိုင်းမှာ ကမန်တွေနဲ့ မရမာကြီးတွေကိုပါ) အစုလိုက်အပြုံလိုက် စတင်လုယက် မီးရှို့ သတ်ဖြတ် မောင်းထုတ်တုန်းမှာ မြန်မာနဲ့ရခိုင်အကြမ်းဖက်သူတွေက ပြည်မက မွတ်စလင်တွေကို “ခိုးဝင်တွေကို မောင်းထုတ်နေတာ၊ မင်းတို့ ပြည်မက မွတ်စလင်တွေ မပါဘူး။ မင်းတို့မွတ်စလင်တွေကလည်း ခိုးဝင်တွေကို ငါတို့နဲ့အတူ ဆန့်ကျင်ရမယ်”လို့ ရှင်းပြသလိုလိုနဲ့ ခြိမ်းခြောက်ခဲ့ကြတယ်။ ကမန်တွေကိုလည်း ဒီအတိုင်းပဲ ရှင်းပြသလိုလိုနဲ့ ခြိမ်းခြောက်ခဲ့ကြတယ်။

ဒါနဲ့ ဘူမသိ၊ ကိုးမသိ နိုင်ငံရေးပရိယာယ်ကို နားလည်နိုင်စွမ်းမရှိသော မြန်မာမွတ်စလင်နဲ့ ကမန်အနည်းငယ်က အကြမ်းဖက်သတ်ဖြတ်ခံရတဲ့ ရိုဟင်ဂျာတွေကို ခိုးဝင်ဘဂ်ါလီတွေဆိုပြီး ရခိုင်နဲ့မြန်မာအစွန်းရောက်တွေနဲ့အတူ တက်တက်ကြွကြွ ဆန့်ကျင်ခဲ့ကြတယ်။ (ရိုဟင်ဂျာတွေကို စော်ကားစွပ်စွဲမိမှုကြောင့် NUGဝန်ကြီး ဒေါက်တာဝင်းမြတ်အေး တောင်းပန်ခဲ့သလို အဲဒီမွတ်စလင်တွေလည်း တောင်းပန်ဖို့လိုတယ်။ ဒေါက်တာဝင်းမြတ်အေးလောက်တော့ သတ္တိရှိသင့်ပါတယ်။)

အဲဒီတုန်းက ဒါဟာထောင်ချောက်ဖြစ်တယ်။ အစွန်းရောက်တွေနဲ့ မပူးပေါင်း၊ မထောက်ခံဖို့ အတန်တန်သတိပေးခဲ့တဲ့ ကျနော့ကို “ပြည်ပခိုးဝင် ဘဂ်ါလီတွေကို ကျနော်တို့က ဆန့်ကျင်မောင်းထုတ်ရမယ်။ ခင်ဗျားက ပြည်ပမှာနေပြီး ဘာမသိ ညာမသိနဲ့ အာမချောင်နဲ့လို့ ကျနော့ကို ပြစ်တင်ရှုတ်ချသူ၊ ဆဲဆိုကြိမ်းမောင်းသူတွေလည်း အများကြီးရှိခဲ့တယ်။ မိတ္ထီလာကစပြီး နိုင်ငံလုံးအနှံ့ မွတ်စလင်အကြမ်းဖက်မှုကြီး ဖြစ်လာတဲ့အခါ အဲဒီကျနော့ကို ဆဲဆိုကြိမ်းမောင်းခဲ့တဲ့ ဘူမသိ ကိုးမသိတွေ ကြက်ပျောက်ငှက်ပျောက်ဖြစ်၊ လိုင်းပေါ်မတက်ရဲ၊ အိမ်ပြင်တောင် မထွက်ရဲဖြစ်ခဲ့ကြတယ်။

နောက်ပိုင်းမှာ ပြည်မက မွတ်စလင်တွေ အကြမ်းဖက်ခံသလို ကမန်တွေနဲ့ မရမာကြီးတွေလည်း အသားလွတ် အကြမ်းဖက်ခံခဲ့ရတယ်။

အခုလည်း သမိုင်းတကြော့ ပြန်ကောင်းပြန်နိုင်လို့ ထုံးစံအတိုင်း အဆဲခံပြီး ကျနော်က သတိပေးပါတယ်။

ထုံးစံအတိုင်း မွတ်စလင်တချို့ရဲ့ ဆဲဆိုကြိမ်းမောင်းမှုကို စခံရပါပြီ။

ကျနော်တို့မွတ်စလင်တွေ ဘာလုပ်သင့်သလဲ။

အနေအထိုင် ဆင်ခြင်ရမယ်။ အပြောအဆို ဆင်ခြင်ရမယ်။ မှန်ပါတယ်။ သို့သော် အပြစ်ရှာလိုတဲ့ ဝံပုလွေရဲ့ရန်ကို သိုးငယ်က ဘယ်လိုရှောင်နိုင်မလဲ။

တနိုင်ငံလုံး မွတ်စလင်အကြမ်းဖက်ဖြစ်နေတဲ့ ၂၀၁၃ကာလ ဥုက္ကံမြို့လေးမှာ ကျောင်းသူလေးက စက်ဘီးနဲ့ ကိုရင်လေးကို မတော်တဆ ပွတ်မိသွားတယ်။ မတော်တဆဖြစ်လို့ ကိုရင်လေးကလည်း ဘာပြသနာမှ မလုပ်ခဲ့ဘူး။ သို့သော် အပြစ်ရှာလိုတဲ့ ဝံပုလွေမဘသတွေကြောင့် သာသနာစော်ကားမှုကြီး ဖြစ်သွားပြီး ဥုက္ကံတမြို့လုံးက မွတ်စလင်တွေနဲ့ ဗလီတွေပါ လုယက် ဖျက်ဆီး ရိုက်နှက်ခံရတယ်။

ကျနော်မေးချင်ပါတယ်။

ကိုယ်ကြောက်ရင် တိတ်တိတ်နေပေးပါ။

ကြောက်သင့်တဲ့နေရာမှာ နေကြသူတွေကြောက်တာကို အင်မတန်မှ နားလည်ပေးတယ်။

သို့သော် ယောက္ဖကို ကြက်ဥတိုက်ချင်ဇောနဲ့ သတိပေးသူကို ရန်မလုပ်နဲ့။
