လေးစားစွာဖြင့် တင်ပြအပ်ပါသည် သမတကြီးခင်ဗျား –

လက်ရှိကျင့်သုံးလျက်ရှိသော ပြည်သူ့စစ်မှုထမ်းဥပဒေအရ နိုင်ငံတော်တာဝန်ကို ထမ်းဆောင်ကြရမည့် မွတ်စလင်လူငယ်များ၏ အနာဂတ်၊ ပညာရေးနှင့် စစ်မှုထမ်းဆောင်ခြင်းဆိုင်ရာ ကိစ္စရပ်များနှင့် စပ်လျဉ်း၍ လိုအပ်သည်များကို မျှော်မှန်းသုံးသပ်ပြီး နိုင်ငံတော်အကြီးအကဲထံသို့ အလေးအမြတ်ပြုကာ ရိုသေစွာ တင်ပြအပ်ပါသည်။

နိုင်ငံသားလူငယ်များအားလုံး ဥပဒေနှင့်အညီ မဖြစ်မနေ စစ်မှုထမ်းဆောင်ကြရမည့်အချိန်တွင် မွတ်စလင်လူငယ်များအနေဖြင့်လည်း နိုင်ငံတော်ကာကွယ်ရေးတာဝန်များကို ထမ်းဆောင်ရင်း စစ်ဘက်ဆိုင်ရာ အဆင့်မြင့်ပညာရပ်များနှင့် အသက်မွေးဝမ်းကျောင်းဆိုင်ရာ အခွင့်အလမ်းများကို တန်းတူရည်တူ လေ့လာဆည်းပူးခွင့် ရရှိစေလိုပါသည်။ လူငယ်များ နိုင်ငံတော်အပေါ် ပိုမိုယုံကြည်အားကိုးပြီး တာဝန်သိစိတ်ဖြင့် စစ်မှုထမ်းဆောင်လိုစိတ် မြင့်မားလာစေရန်အတွက် အောက်ပါလမ်းကြောင်းများကို နိုင်ငံတော်အကြီးအကဲအနေဖြင့် စာနာထောက်ထားစွာဖြင့် ထည့်သွင်းစဉ်းစားပေးပါရန် နှိမ့်ချစွာ မေတ္တာရပ်ခံအပ်ပါသည် –

• စစ်မှုထမ်းပြီးနောက် အထူးဝင်ခွင့်ပေးခြင်း – မွတ်စလင်လူငယ်များအနေဖြင့် သတ်မှတ်ထားသော စစ်မှုထမ်းကာလကို အောင်မြင်စွာ ထမ်းဆောင်ပြီးပါက စစ်ဘက်ဆိုင်ရာ အဆင့်မြင့်တက္ကသိုလ်များနှင့် လေ့ကျင့်ရေးကျောင်းများသို့ အထူးအစီအစဉ်ဖြင့် တက်ရောက်ခွင့်ရရှိရေး ဆောင်ရွက်ပေးစေလိုပါသည်။
• ခိုင်လုံသော အာမခံချက်ဖြင့် တက်ရောက်ခွင့်ပြုခြင်း – သို့မဟုတ်ပါက အုပ်ထိန်းသူများ၏ အာမခံချက်၊ မြေယာအပိုင်စာချုပ် သို့မဟုတ် ဘွဲ့ရရှိပြီးနောက် စစ်မှုထမ်းဆောင်မည်ဖြစ်ကြောင်း ကိုယ်တိုင်ဝန်ခံကတိကဝတ်ပြုချက် စသည့် ဥပဒေကြောင်းအရ ခိုင်လုံသော အာမခံချက်များဖြင့် အဆင့်မြင့်စစ်ဘက်ဆိုင်ရာ တက္ကသိုလ်များသို့ တိုက်ရိုက်တက်ရောက်ခွင့် ပြုစေလိုပါသည်။
• စစ်ဘက်ဆိုင်ရာ အဆင့်မြင့်ကျောင်းများတွင် ပါဝင်ခွင့်ပြုခြင်း – အထက်ပါ လမ်းကြောင်းများအားဖြင့် –
  • စစ်တက္ကသိုလ် (DSA) နှင့် ဗိုလ်လောင်းသင်တန်းကျောင်း (OTS)
  • တပ်မတော်နည်းပညာတက္ကသိုလ် (DSTA) နှင့် ကွန်ပျူတာသိပ္ပံဘာသာရပ်ဆိုင်ရာ ကျောင်းများ
  • တပ်မတော်ဆေးတက္ကသိုလ် (DSMA) နှင့် စစ်ဘက်ဆိုင်ရာ စီမံခန့်ခွဲမှုကောလိပ်များ စသည့် အဆင့်မြင့်ကျောင်းများတွင် တက်ရောက်ခွင့်များ ဖော်ဆောင်ပေးစေလိုပါသည်။

လူငယ်များအတွက် ဤကဲ့သို့ တန်းတူညီမျှသော ပညာရေးနှင့် ဦးဆောင်မှုလမ်းကြောင်းများကို ဖော်ဆောင်ပေးခြင်းဖြင့် နိုင်ငံတော်အတွင်း ပိုမိုခိုင်မာသော ညီညွတ်မှုကို တည်ဆောက်နိုင်မည်ဖြစ်ပြီး၊ နိုင်ငံတော်ဖွံ့ဖြိုးတိုးတက်ရေးအတွက် အပြန်အလှန်ယုံကြည်မှုနှင့် စုပေါင်းအားထုတ်မှုများကို ပိုမိုအားကောင်းလာစေမည်ဟု ယုံကြည်ပါသည်။

နိုင်ငံတော်အကြီးအကဲအနေဖြင့် မိမိတို့၏ ရိုသေစွာ မေတ္တာရပ်ခံချက်ကို အလေးထား စဉ်းစားပေးလိမ့်မည်ဟု မျှော်လင့်လျက် အထူးပင် ကျေးဇူးတင်ရှိအပ်ပါသည်။

Subject: Humble Request for Equal Access to Higher Military Education and Alternative Educational Pathways for Muslim Youth

Dear respected Senior General,

We address you today with the utmost respect to bring forward a humble request regarding the future, education, and national service of Muslim youth in Myanmar under the current national conscription framework.

As young citizens are called upon to fulfill their mandatory civic duties, we respectfully request that the Government grant equal opportunities for professional advancement and higher education within the military and specialized academic frameworks. To ensure fairness and motivate our Muslim youth to serve their country effectively, we humbly submit the following proposals for your consideration:

• Post-Service Special Admittance: If Muslim youths are conscripted to serve, we request that they be granted special admission to higher military institutions and academies upon the successful completion of their required service term.
• Admission with Legal Guarantees: Alternatively, we request that Muslim youths be allowed direct entry into elite military universities by providing formal accountability. This can be secured through trusted guardians, registered land deeds, or personal bonds guaranteeing their commitment to serve the military faithfully after graduation.
• Inclusion in Higher Military Institutions: We request that these pathways be made available for all major institutions, including:
  • The Defense Services Academy (DSA) and Officer Training School (OTS)
  • The Defense Services Technological Academy (DSTA) and computer science facilities
  • The Defense Services Medical Academy (DSMA) and Military Administration Colleges

We believe that providing clear, structured pathways for higher education and leadership will foster stronger national unity, mutual trust, and a shared dedication to the development of the nation. We highly appreciate your time, consideration, and leadership in reviewing this request.
