M\u00e9decins Sans Fronti\u00e8res (MSF), the world’s largest independent medical humanitarian organisation, has cautioned Prime Minister Anwar Ibrahim’s administration against proceeding with a plan to send roughly 1,400 refugees back to Myanmar, warning they could face the same violence and danger they had originally fled.<\/p>\n\n\n\n

In a statement, MSF called for greater transparency around the fate of the 1,476 refugees the Myanmar junta has identified as its citizens, saying they remain “at risk of being forcibly returned to violent and dangerous conditions from which they fled.”<\/p>\n\n\n\n

The warning comes amid growing concern that Anwar’s government has softened its stance toward Myanmar’s military junta \u2014 reversing Malaysia’s long-standing refusal to recognise the regime \u2014 even as the junta continues a decades-long campaign against the Rohingya Muslim minority that has killed tens of thousands and displaced millions from Rakhine State.<\/p>\n\n\n\n

Last month, Anwar said Myanmar had agreed to take back 5,000 Rohingya refugees, though he gave few specifics. Rights groups immediately warned the move could expose returnees to further persecution. While the government had earlier pledged that no repatriation would go ahead if refugees’ lives were at risk, MSF said recent statements suggest that safeguard may no longer hold, raising serious human rights concerns.<\/p>\n\n\n\n

Non-refoulement obligations<\/strong><\/p>\n\n\n\n

MSF pointed out that although Malaysia has not signed the 1951 Refugee Convention, it is still bound under international law by the principle of non-refoulement, which bars governments from returning people to places where they would face persecution. The group said Myanmar refugees continue to endure severe conditions inside the country, including air strikes, mass killings, arbitrary detention, forced conscription, and shortages of food and medicine.<\/p>\n\n\n\n

According to the home ministry, the 1,476 identified refugees are set to be repatriated on September 29 as the first phase of what officials describe as a “voluntary repatriation programme,” carried out in coordination with the Myanmar government. The ministry said the process would be conducted safely and in line with mutually agreed procedures.<\/p>\n\n\n\n

MSF is pressing Putrajaya to disclose the nationality, age and individual protection risks of everyone slated for return, stressing that anyone facing a genuine threat of persecution must not be sent back. The group, which operates in conflict-hit areas of Myanmar including Rakhine, Kachin, northern Shan and Yangon, said its staff have witnessed firsthand how healthcare, food access, education and livelihoods have been devastated by the ongoing conflict. It stressed that refugees flee out of necessity, not choice, and should not be used as bargaining chips for political purposes. MSF is calling on Malaysia to suspend all returns to dangerous conditions and ensure any repatriation process is fully transparent and consistent with international norms.<\/p>\n\n\n\n

Rising xenophobia online<\/strong><\/p>\n\n\n\n

The warning comes against a backdrop of intensifying online hostility toward Rohingya refugees in Malaysia, fuelled largely by misinformation. What began as attacks on refugee communities has increasingly extended to migrant children in schools. Investigations have traced much of this activity to coordinated bot networks and fake accounts pushing AI-generated videos designed to stoke public resentment \u2014 a pattern that mirrors a similar disinformation campaign in Aceh, Indonesia, in 2023, which pressured authorities to expel Rohingya refugees ahead of the presidential election.<\/p>\n\n\n\n

The hostility echoes decades of anti-Rohingya rhetoric inside Myanmar itself, where authorities and nationalist Buddhist movements have long portrayed the group as outsiders with no legitimate claim to the country, despite extensive historical evidence of their presence in Rakhine (formerly Arakan). Extremist monk Ashin Wirathu has been among the most vocal proponents of this narrative; in 2016, as the junta carried out a violent crackdown involving killings, sexual violence and village burnings, he praised Donald Trump’s US election win as a shared stand against what he called the spread of Islam.<\/p>\n\n\n\n

By 2020, the UNHCR estimated Myanmar had produced 1.1 million refugees \u2014 Rohingya and other persecuted ethnic minorities combined \u2014 making it the world’s fourth-largest refugee-producing country.<\/p>\n\n\n\n
