Its transformation was extraordinary: from a small movement struggling for survival to a powerful organization controlling substantial territory, participating in major military operations and becoming an unavoidable actor in discussions about the future political structure of Myanmar.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But military success creates a new question.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Can a movement that fought for decades for Ta\u2019ang rights transform itself from a resistance organization into a responsible political and governing institution?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That may ultimately be a more difficult test than winning territory.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">1. Who are the Palaung\/Ta\u2019ang?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cPalaung\u201d and \u201cTa\u2019ang\u201d refer to the same ethnic community, although <strong>Ta\u2019ang is the name increasingly preferred by members of the community themselves<\/strong>, while Palaung is the Burmese-language term historically used by others.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Ta\u2019ang are concentrated principally in northern Shan State, particularly around <strong>Namhsan and Mantong<\/strong>, but Ta\u2019ang communities are also found in other parts of Shan State and across the China\u2013Myanmar borderlands.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The geographical question is important because ethnic identity and political territory do not always coincide.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The 2008 Constitution formally recognized a <strong>Palaung Self-Administered Zone consisting of Namhsan and Manton townships<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For Ta\u2019ang nationalists, however, this arrangement has long been regarded as insufficient.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The political dream has been larger:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>a Ta\u2019ang homeland with meaningful self-government, security, cultural protection and political dignity.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That aspiration lies behind much of the history of the Ta\u2019ang national movement.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h1 class=\"wp-block-heading\">2. The struggle did not begin with the TNLA<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">It is important not to look at the TNLA as if it suddenly appeared after the 2021 coup.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The roots go back much further.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The modern Ta\u2019ang armed struggle began in <strong>1963<\/strong>, during the turbulent period following the 1962 military coup. Over the following decades, the movement passed through several organizations, alliances, ceasefires and internal divisions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In <strong>1976<\/strong>, the Palaung National Front evolved into the Palaung State Liberation Organisation\/Palaung State Liberation Army (PSLO\/PSLA).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The PSLO\/PSLA subsequently fought the Burmese military government but entered a ceasefire in <strong>1991<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That ceasefire produced an important lesson that would influence the next generation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Not everybody accepted it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Members who opposed the ceasefire remained outside the country\u2019s military-controlled political structure. In <strong>1992<\/strong>, they established the <strong>Palaung State Liberation Front (PSLF)<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The PSLF therefore became the custodian of a political and revolutionary tradition that the earlier ceasefire had not ended.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h1 class=\"wp-block-heading\">3. From 42 young men and 22 rifles<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">Perhaps the most remarkable chapter in the story is the birth of the modern TNLA.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The TNLA was formally established in <strong>2009<\/strong> as the armed wing of the PSLF.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But its military beginning was extremely modest.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to ISP-Myanmar, in December 2011, <strong>42 Ta\u2019ang youths completed military training with the Kachin Independence Army and began their return toward the Ta\u2019ang region with only 22 rifles<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">By 2013, the force had expanded to roughly 500 fighters.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Little more than a decade later, it had become a major ethnic armed organization with a force numbering in the tens of thousands.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That transformation deserves attention.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It was not simply a story of weapons.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It was a story of <strong>organization, persistence, youth recruitment, alliances, political education and the determination of a generation that refused to allow the earlier defeat of the PSLO to become the final chapter of Ta\u2019ang nationalism.<\/strong><\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h1 class=\"wp-block-heading\">4. The young generation changed the movement<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">One of the interesting features of the Ta\u2019ang movement is the emergence of leaders who were not simply hereditary or traditional rulers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">ISP-Myanmar describes this as an <strong>\u201cNgattapa Min\u201d<\/strong> phenomenon\u2014a new generation of leaders who created their own political legitimacy rather than inheriting it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The new leadership emerged from difficult circumstances.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They had experienced the collapse or surrender of the older organization. They had lived among other ethnic revolutionary movements. They developed relationships with Kachin, Karen, Shan and other organizations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The movement therefore became more than a traditional ethnic organization.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It became a <strong>modern revolutionary institution<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That development is one reason the TNLA was able to grow so rapidly once Myanmar entered another period of nationwide crisis.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h1 class=\"wp-block-heading\">5. Operation 1027 changed everything<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">The decisive turning point came with <strong>Operation 1027<\/strong>, launched in October 2023 by the Three Brotherhood Alliance:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>the Arakan Army (AA);<\/li>\n\n\n\n<li>the Myanmar National Democratic Alliance Army (MNDAA); and<\/li>\n\n\n\n<li>the Ta\u2019ang National Liberation Army (TNLA).<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The offensive fundamentally changed the military balance in northern Myanmar.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For the TNLA, the results were unprecedented.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to ISP-Myanmar, the PSLF\/TNLA gained control of seven cities during the offensive\u2014an achievement described as without precedent in the approximately 50-year history of the Ta\u2019ang national movement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">By October 2024, the TNLA&#8217;s area of influence had expanded to approximately <strong>12 townships in northern Shan State<\/strong>, including strategically important trade routes and economically valuable areas.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For the first time, the Ta\u2019ang movement was no longer merely demanding recognition.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It was actually <strong>governing territory<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And that changes the entire nature of the political problem.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h1 class=\"wp-block-heading\">6. Winning territory is one thing. Governing it is another.<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">A revolutionary organization can survive with a relatively simple objective:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Resist the enemy.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A governing authority has a much harder list of responsibilities:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>security;<\/li>\n\n\n\n<li>justice;<\/li>\n\n\n\n<li>education;<\/li>\n\n\n\n<li>healthcare;<\/li>\n\n\n\n<li>taxation;<\/li>\n\n\n\n<li>infrastructure;<\/li>\n\n\n\n<li>trade;<\/li>\n\n\n\n<li>environmental protection;<\/li>\n\n\n\n<li>relations with neighbouring ethnic communities;<\/li>\n\n\n\n<li>protection of minorities;<\/li>\n\n\n\n<li>freedom of religion;<\/li>\n\n\n\n<li>corruption control;<\/li>\n\n\n\n<li>accountability;<\/li>\n\n\n\n<li>and peaceful political participation.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Once an organization controls towns and villages, its citizens no longer judge it only by how effectively it fights the Myanmar military.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They judge it by:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>\u201cCan you make our lives better?\u201d<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That is perhaps the greatest challenge now facing the Ta\u2019ang leadership.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h1 class=\"wp-block-heading\">7. The problem of multi-ethnic territory<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">There is another complication.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Territory captured during war is not necessarily ethnically homogeneous.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Northern Shan State is a mosaic of Ta\u2019ang, Shan, Bamar, Kachin, Kokang, Chinese, Palaung\/Ta\u2019ang and other communities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Therefore, a movement fighting in the name of one nationality has to answer a difficult question:<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">How does Ta\u2019ang self-determination protect people who are not Ta\u2019ang?<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">This is where nationalism can either mature into <strong>federal democracy<\/strong> or become another form of ethnic domination.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The answer should not be difficult in principle.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If Ta\u2019ang people demand dignity and equality from the Union of Myanmar, then people living inside Ta\u2019ang-administered territory should also receive dignity and equality.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>The rights demanded for ourselves must also be granted to our neighbours.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That principle could become one of the strongest foundations of Ta\u2019ang political legitimacy.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h1 class=\"wp-block-heading\">8. The Brotherhood is not always brotherly<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">The Three Brotherhood Alliance demonstrated extraordinary military effectiveness against the Myanmar military.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But military alliances built around a common enemy can become much more difficult when the enemy is pushed back.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This became painfully clear in <strong>2026<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In March, serious fighting erupted between the TNLA and its former ally, the MNDAA, around Kutkai in northern Shan State.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The dispute was not merely ideological.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It involved territory, administration and strategic transportation routes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The MNDAA eventually took full control of Kutkai, while the fighting exposed serious tensions within the former Brotherhood Alliance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The episode carries an important warning.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Ethnic armed organizations may unite against a common enemy, but they can still compete fiercely over territory, trade routes, taxation and political influence.<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">That is not unique to Myanmar.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is one of the oldest problems in revolutionary politics.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h1 class=\"wp-block-heading\">9. China has become unavoidable<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">The Ta\u2019ang story cannot be understood without China.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The TNLA&#8217;s territory lies close to China&#8217;s Yunnan Province. Northern Shan&#8217;s roads, border trade, minerals and strategic geography all matter to Beijing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">China has repeatedly intervened to prevent the fighting from destabilizing its border.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The October 2025 agreement between the TNLA and Myanmar&#8217;s military was reached following <strong>China-mediated negotiations in Kunming<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Under that arrangement, the TNLA agreed to withdraw from <strong>Mogok and Mongmit<\/strong>, while the military agreed to halt offensives and airstrikes against remaining TNLA territory.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This illustrates an uncomfortable reality:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>A powerful ethnic organization may control territory, but geography can make it impossible to ignore the interests of a much larger neighbour.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For the Ta\u2019ang leadership, China is simultaneously:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>a neighbour;<\/li>\n\n\n\n<li>a diplomatic power;<\/li>\n\n\n\n<li>an economic partner;<\/li>\n\n\n\n<li>a potential mediator;<\/li>\n\n\n\n<li>and a constraint on military strategy.<\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h1 class=\"wp-block-heading\">10. The mineral question: wealth or another curse?<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">Northern Shan is rich in natural resources.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As the TNLA expanded, it gained access to valuable mining and trade areas.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This creates both opportunity and danger.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A particularly important recent development is the emergence of <strong>rare-earth mining in TNLA-controlled territory<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A July 2026 Stimson Center study identified at least <strong>12 rare-earth mining sites in Mantong Township<\/strong>, with newly developed roads connecting mining areas toward established routes leading to the Chinese border. Satellite analysis indicated mining-related infrastructure appearing from late 2025 onward.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is strategically important because Myanmar has become a major supplier of heavy rare earth ores to China.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But mineral wealth can become a blessing or a curse.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If properly regulated, it can finance:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>schools;<\/li>\n\n\n\n<li>hospitals;<\/li>\n\n\n\n<li>roads;<\/li>\n\n\n\n<li>electricity;<\/li>\n\n\n\n<li>clean water;<\/li>\n\n\n\n<li>local economic development.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">If poorly governed, it can finance:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>weapons;<\/li>\n\n\n\n<li>corruption;<\/li>\n\n\n\n<li>patronage;<\/li>\n\n\n\n<li>environmental destruction;<\/li>\n\n\n\n<li>criminal networks;<\/li>\n\n\n\n<li>and another generation of war.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The Ta\u2019ang movement therefore faces a historic choice:<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Will natural resources finance nation-building\u2014or perpetuate the war economy?<\/h3>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h1 class=\"wp-block-heading\">11. The environment cannot be sacrificed for nationalism<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">This issue deserves particular attention.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rare-earth extraction can involve serious environmental risks, especially when mining and chemical processing are poorly regulated.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Stimson Center warns that mining expansion in northern Shan could affect soil, water supplies, agriculture and downstream communities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A genuine national movement should therefore regard its land not merely as territory to control.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It should regard it as <strong>the inheritance of future generations<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A Ta\u2019ang child has the same right to clean water as the child of any other nationality.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A river does not recognize ethnic boundaries.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pollution does not stop at a checkpoint.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If Ta\u2019ang nationalism is to become responsible nation-building, environmental protection must become part of its political programme.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h1 class=\"wp-block-heading\">12. From armed resistance to political legitimacy<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">Interestingly, there are signs that dialogue has not disappeared.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In <strong>July 2026<\/strong>, the Myanmar government&#8217;s National Solidarity and Peacemaking Negotiation Committee held talks with the PSLF\/TNLA.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The government side said discussions should address peace, regional stability, education, healthcare and development, while PSLF\/TNLA representatives welcomed the meeting as an opportunity for peace and stability.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Whatever one&#8217;s opinion of the participants, the significance is clear:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>The Ta\u2019ang question can no longer be solved purely on the battlefield.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Military power may create bargaining power.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But only political negotiation can create a durable settlement.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h1 class=\"wp-block-heading\">13. What does the Ta\u2019ang movement ultimately want?<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">This remains the central question.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Is the ultimate goal:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>A larger Ta\u2019ang Self-Administered Zone?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>A Ta\u2019ang State?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>A federal state within a federal Union of Myanmar?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>A confederation-like arrangement?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Or some new political structure that has not yet been clearly defined?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The old constitutional arrangement gave the Palaung Self-Administered Zone only <strong>Namhsan and Manton<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ta\u2019ang political aspirations have often extended beyond those two townships. The difference between the constitutional map and the political vision is therefore one of the fundamental unresolved questions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The future cannot be determined simply by drawing a bigger map.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The more important question is:<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">What political system will make the people living on that map feel safe, equal and represented?<\/h3>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h1 class=\"wp-block-heading\">14. The Ta\u2019ang have already proved they can organize<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">There is much that deserves recognition in the Ta\u2019ang story.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A small and historically marginalized community:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>preserved its identity;<\/li>\n\n\n\n<li>rebuilt after military defeat;<\/li>\n\n\n\n<li>developed new leadership;<\/li>\n\n\n\n<li>educated and mobilized its youth;<\/li>\n\n\n\n<li>formed alliances;<\/li>\n\n\n\n<li>created an armed organization;<\/li>\n\n\n\n<li>survived years of pressure;<\/li>\n\n\n\n<li>and eventually became a major military and political force.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The transformation from <strong>42 trained youths with 22 rifles<\/strong> into a major ethnic armed organization is remarkable.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But history gives one final warning.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Many revolutionary movements have succeeded in overthrowing or defeating an old order only to reproduce some of its worst characteristics.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Therefore, the real measure of Ta\u2019ang success will not ultimately be:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>How much territory can the TNLA capture?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It will be:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>How well can Ta\u2019ang institutions serve the people?<\/strong><\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h1 class=\"wp-block-heading\">15. A new generation needs a new political philosophy<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">The first generation had to survive.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The second generation had to organize.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The third generation now has to build.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That means the Ta\u2019ang youth should be encouraged to study not only military affairs but also:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>constitutional law;<\/li>\n\n\n\n<li>economics;<\/li>\n\n\n\n<li>public administration;<\/li>\n\n\n\n<li>medicine;<\/li>\n\n\n\n<li>education;<\/li>\n\n\n\n<li>engineering;<\/li>\n\n\n\n<li>environmental science;<\/li>\n\n\n\n<li>diplomacy;<\/li>\n\n\n\n<li>information technology;<\/li>\n\n\n\n<li>human rights;<\/li>\n\n\n\n<li>and conflict resolution.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The future Ta\u2019ang leadership should not consist only of generals.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It needs <strong>doctors, teachers, engineers, lawyers, economists, environmental scientists, administrators and democratic politicians<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A modern national movement needs a modern civil society.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h1 class=\"wp-block-heading\">16. From \u201cresistance\u201d to \u201cresponsibility\u201d<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">Perhaps this is the most important transition.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For fifty years, the central Ta\u2019ang question was:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>\u201cHow can we resist domination?\u201d<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Today, another question has emerged:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>\u201cHow can we exercise power without becoming another source of domination?\u201d<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That is much harder.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The answer requires institutions rather than personalities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It requires laws rather than orders.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It requires accountability rather than secrecy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It requires taxation with transparency.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It requires education rather than propaganda.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It requires coexistence rather than ethnic supremacy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And above all, it requires a political philosophy in which <strong>Ta\u2019ang dignity does not require the humiliation of another nationality<\/strong>.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h1 class=\"wp-block-heading\">17.
