The author notes that even if Rohingyas obtained a self-administrative zone in the Mayu district, it would likely draw opposition from Bamar and Rakhine communities and lack agreement even among other ethnic minorities — and it would isolate Rohingyas from Myanmar’s wider Muslim population, who are Myanmar’s largest minority after the Bamar majority but are dispersed across the country (concentrated in Mandalay, Sagaing, Yangon, and Mawlamyine).

Phyo Win Latt (1st comment): If every small identity and sub-identity gets picked apart and argued over individually, it leads to claims like “there’s no such thing as a Kachin people” — only Jinghpaw, Rawang, Lisu, Lawngwaw, Lachik — and that “Kachin” is just a construct by Jinghpaw-Christians to control everyone else. The same logic would apply to “Chin” (only Khumi, Asho, Zo, etc. “really” exist) and to Rakhine as well. So the question becomes: if we go down this path of dissecting identity and sub-identity, are we just going to end up doing “Divide, Disrupt & Dominance” to each other?

Maung Htun: When discussing identity politics, we need clarity on whether the goal is unity or separation. The “3D” approach (Divide, Disrupt & Dominance) is an old, worn-out colonial-era tool that the military has also relied on throughout its history. Since the coup, alongside the “Bamar chauvinism” narrative, claims have surfaced that groups like the Yaw and Dawei within the broader Bamar/Myanmar category are actually entirely separate peoples. These groups do have genuinely distinct identity features — that’s real — but people shouldn’t forget that behind “we’re completely different” narratives, the 3D strategy is often at work, eventually leading to separate armed groups and open questions of unification vs. secession (most visibly in the Yaw region). He repeats Phyo Win Latt’s identity-fragmentation point, then adds: we should weigh carefully whether this approach is actually correct. If it is, it should be applied reciprocally by all sides — but people shouldn’t forget the 3D strategy is “dirty, dangerous, and demeaning,” and that its long-term harms tend to accompany its benefits.

Phyo Win Latt (2nd comment): The Yaw forming their own YLA and separating from the NUG’s umbrella for their national liberation is, in his view, a genuinely correct political path — since the current revolution isn’t just about toppling the dictatorship or one party regaining power, but is a struggle for every ethnic group’s self-determination. He argues the Panglong Agreement’s historical error was recognizing only eight major ethnic groups while ignoring others with distinct identities, so it’s natural for every distinct group to now chart its own course. He extends this logic fully to the Rohingya: given their history of persecution and genocide, as long as they remain dependent on NUG policy or other regional armed groups, genuine Rohingya self-determination will never materialize — it could simply get absorbed into someone else’s agenda. He argues it’s time for Rohingyas to build their own independent armed revolutionary organization around Rohingya identity, rather than waiting for others’ recognition, following the Yaw’s example of leading their own political-military struggle.

Is fragmenting rights-claims by sub-group the right strategy? — the case for and against

This is a real strategic debate in ethnic-conflict and self-determination literature, and serious people land on both sides. Here’s the balanced picture:

Arguments in favor of groups asserting distinct, separate claims (the Phyo Win Latt / Rohingya-YLA line):

Broad ethnic labels (“Kachin,” “Chin,” “Karen”) were often colonial or state administrative categories that flattened real sub-group differences and can obscure genuine internal power imbalances (e.g., dominance by one Christianized or urbanized sub-group over others, as the Jinghpaw/Kachin example raises).

Groups excluded from historic settlements like Panglong (which only recognized a handful of “major” ethnicities) have a legitimate grievance that inclusion under a bigger umbrella label hasn’t delivered them rights or protection.

Self-determination theory generally holds that a people’s right to political voice shouldn’t depend on someone else’s goodwill or a bigger coalition’s priorities — waiting for recognition from a dominant political actor (NUG or otherwise) has historically left minorities’ interests traded away in bigger political bargains.

For a group facing existential persecution — the Rohingya case is the starkest example, given the widely documented atrocities against them — dependence on any external structure (state or NUG) that hasn’t reliably protected them is a genuine strategic weakness.

Arguments against fragmentation, or urging caution (the geography/logistics point the original post makes, and Maung Htun’s caution about “3D”):

Geographic dispersal is a real, hard constraint: as the post notes, if a self-administered zone/state ends up separated from other pockets of the same population by hostile or unrelated territory (their East Pakistan/Bangladesh–West Pakistan example, or India’s Northeast corridor via Nepal/Bhutan/Bangladesh), governance and even basic access become chronically difficult regardless of how just the underlying claim is.

Myanmar’s Muslim population generally — and Rohingya specifically outside Rakhine — is dispersed across many regions (Mandalay, Sagaing, Yangon, Mawlamyine, etc.), so a Rakhine-based self-administrative zone wouldn’t represent or protect that dispersed population; it could in fact narrow “Rohingya” politics to one geographic slice of a much larger group.

The “3D” (Divide, Disrupt, Dominance) framing that both commenters invoke is a recognized colonial and authoritarian tactic — external powers historically have deliberately encouraged sub-group fragmentation specifically to weaken broader coalitions against them. Even where sub-identities are real, escalating disputes over which identity is “the real one” can be exploited by the same actors these movements are trying to overthrow.

Fragmentation into many small self-administered units also raises practical governance costs: more borders, more negotiated agreements, more armed actors to coordinate revolutions or post-conflict settlements with, and more opportunities for a central state (or its remnants) to divide-and-rule.

Historical comparisons cut both ways: South Sudan’s independence and Bangladesh’s separation from Pakistan are sometimes cited as successful self-determination outcomes despite huge costs; Somaliland’s decades of unrecognized de facto independence, or the difficulties Kurdish groups have faced straddling four states, illustrate how self-determination claims can succeed politically yet remain functionally very hard to sustain, especially when territory is non-contiguous or surrounded by hostile neighbors.

There’s no consensus answer to “is it the right move” — it depends heavily on specific facts (territorial contiguity, degree of internal agreement within the sub-group, likely external support, and how existential the persecution is). Given the extremity of Rohingya persecution specifically, many observers treat their case differently from the more general sub-identity debate the two commenters are having about Yaw, Dawei, Kachin sub-groups, etc. — but the geographic/administrative concerns the original post raises are also real and not easily dismissed.

I hope and pray that if ivided like that, Myanmar or any other country would be divided into multiple units: townships, and districts. Some times the same group may be far away like Was in North East at China border and far away South East@ Thai border. If the land between is a hostile country/state eg former East Pakistan (now Bangladesh) and (west) Pakistan…problem. Even IF same Gev, Mainland India and East States of India are difficult to communicate because of a long narrow corridor of land. And by the way, Nepal Bhutan are at the mercy of India for the communication with other countries. Even IF Rohingyas got Mayu District as self-administrative zone, (very difficult as Bamas and Rakhine would oppose and Ethnic minorities also have no much agreement about that) they would be definitely hostile to other Muslims of Myanmar. Although Muslims of Myanmar consists of largest Minority after Bama Majority, we would be losing out as we are spread throughout Myanmar, although our population is concentrated Mandalay, Sagaing, Yangon, Maulamyaing areas.

<a
