The group\u2019s human rights are violated through extrajudicial killings, the<\/p>\n\n\n\n<p id=\"viewer-66xkf2939\">expropriation of assets, and forced displacement. The group may be segregated into ghettos or<\/p>\n\n\n\n<p id=\"viewer-n101r2941\">deprived of food, water, and health care in displaced persons camps.<\/p>\n\n\n\n<p id=\"viewer-vb61f2943\">Persecution may also include cultural genocide, where victims are forcibly converted to a different<\/p>\n\n\n\n<p id=\"viewer-zu4ym2945\">religion. An example of this is the forced<a target=\"_blank\" href=\"https:\/\/holocaustcenter.jfcs.org\/yazidi-genocide\/\" rel=\"noreferrer noopener\"><u> conversion campaign<\/u><\/a> that was carried out by ISIS during<\/p>\n\n\n\n<p id=\"viewer-2aq9v2947\">the Yazidi Genocide in Iraq.<\/p>\n\n\n\n<p id=\"viewer-68glz2949\">In India, acts of persecution against Indian Muslims have increased since Prime Minister Narendra<\/p>\n\n\n\n<p id=\"viewer-y80es2951\">Modi and the BJP came to power in 2014. At the grassroots level, <a target=\"_blank\" href=\"https:\/\/www.nytimes.com\/2024\/09\/07\/world\/asia\/india-religious-violence-muslims-modi.html\" rel=\"noreferrer noopener\"><u>vigilante<\/u><\/a> groups attack Muslims,<\/p>\n\n\n\n<p id=\"viewer-yp1va2953\">Christians, and other religious minorities. There has been a sharp increase in extrajudicial killings<\/p>\n\n\n\n<p id=\"viewer-xrshc2955\">against Indian Muslims. The courts and police are often complicit in these crimes. The perpetrators<\/p>\n\n\n\n<p id=\"viewer-i1t5u2957\">are not arrested, or they face only minimal charges. They know they can commit their crimes with<\/p>\n\n\n\n<p id=\"viewer-iq6632959\">impunity.<\/p>\n\n\n\n<p id=\"viewer-y62eb2961\">The extrajudicial killings of Muslims have been of special concern in states like Uttar Pradesh that<\/p>\n\n\n\n<p id=\"viewer-cli1m2963\">have outlawed cow slaughter. Many of these murders are perpetrated in cases of <a target=\"_blank\" href=\"https:\/\/article-14.com\/post\/police-empower-cow-vigilantes-by-ignoring-new-mob-lynching-law-even-as-govt-claims-it-s-being-enforced-689538095da0c\" rel=\"noreferrer noopener\"><u>cow vigilantism<\/u><\/a>.<\/p>\n\n\n\n<p id=\"viewer-3dxjs2965\">Hindus consider cows to be sacred animals. Under Modi\u2019s government, vigilante \u201ccow protection\u201d<\/p>\n\n\n\n<p id=\"viewer-02kpp2967\">groups have mushroomed. Since Modi first came into power in 2014, there have been over <a target=\"_blank\" href=\"https:\/\/www.aljazeera.com\/news\/2024\/9\/6\/what-killing-of-hindu-teen-by-india-cow-vigilantes-tells-us-about-modi-3-0\" rel=\"noreferrer noopener\"><u>fifty<\/u><\/a><\/p>\n\n\n\n<p id=\"viewer-t8nuu2969\">lynchings of Muslim men accused of cow slaughter.<\/p>\n\n\n\n<p id=\"viewer-9ixbf2971\">An incident that illustrates the process of Persecution in India is the lynching of <a target=\"_blank\" href=\"https:\/\/cjp.org.in\/a-decade-after-dadri-the-states-attempt-to-withdraw-the-case\/\" rel=\"noreferrer noopener\"><u>Mohammad Akhlaq in<\/u><\/a><\/p>\n\n\n\n<p id=\"viewer-uxrld2973\"><a target=\"_blank\" href=\"https:\/\/cjp.org.in\/a-decade-after-dadri-the-states-attempt-to-withdraw-the-case\/\" rel=\"noreferrer noopener\"><u>Uttar Pradesh<\/u><\/a>. He was a Muslim man who was murdered by a Hindu mob in Dadri, Uttar Pradesh<\/p>\n\n\n\n<p id=\"viewer-c5ez62975\">in 2015. Based on unsubstantiated rumors, Hindu vigilantes accused Akhlaq of storing and<\/p>\n\n\n\n<p id=\"viewer-ltmrp2977\">consuming beef. A Hindu mob gathered around his house and brutally beat him to death. The Indian police made initial arrests within a week of the lynching. But they took three months to file charge sheets with a court. Bail was granted to the fifteen men accused of the lynching. Their release was met with public celebrations. In 2016, instead of indicting the killers, the court ordered criminal charges for cow slaughter against Akhlaq\u2019s grieving family. In 2025, the BJP-led state government directed the local court to drop all charges against the killers.<\/p>\n\n\n\n<p id=\"viewer-xsxme2989\">The ghettoization of the Indian Muslim population is another sign of Persecution, the early warning<\/p>\n\n\n\n<p id=\"viewer-l7vhd2991\">stage just before genocide. The state legislature in Gujarat facilitated the persecution of Indian Muslims by adopting and amending the Disturbed Areas Act. The Act was initially <a target=\"_blank\" href=\"https:\/\/www.thenewsminute.com\/news\/why-muslims-live-in-ghettos\" rel=\"noreferrer noopener\"><u>intended<\/u><\/a> to stop<\/p>\n\n\n\n<p id=\"viewer-7uesq2996\">rushed sales of property during or in the aftermath of mob attacks, euphemistically called<\/p>\n\n\n\n<p id=\"viewer-kienq2998\">\u201ccommunal violence.\u201d<\/p>\n\n\n\n<p id=\"viewer-49bre3000\">State governments have the power to declare an area \u201cdisturbed,\u201d which requires that property sales<\/p>\n\n\n\n<p id=\"viewer-58c7z3002\">between religious communities be suspended until the state Collector confirms that the buyer and<\/p>\n\n\n\n<p id=\"viewer-zsimr3004\">seller have both exercised free consent for a sale. In practice, the Disturbed Areas Act has become a<\/p>\n\n\n\n<p id=\"viewer-qlfcx3006\">tool to prevent Muslims from buying houses or apartments in Hindu-majority neighborhoods. The<\/p>\n\n\n\n<p id=\"viewer-5f0v13008\">result has been segregation of Muslims into de facto ghettoes.<\/p>\n\n\n\n<p id=\"viewer-57fsc3010\">In 2020, the Disturbed Areas Act was amended to increase the punishment for buying or selling<\/p>\n\n\n\n<p id=\"viewer-90rkm3012\">property in areas where the state government has invoked the Disturbed Areas Act. The Home<\/p>\n\n\n\n<p id=\"viewer-0bji53014\">Minister of Gujurat, Pradeepsinh Jadeja, <a target=\"_blank\" href=\"https:\/\/www.deccanherald.com\/amp\/story\/india\/gujarats-amended-disturbed-areas-act-gets-prez-nod-minister-900957.html\" rel=\"noreferrer noopener\"><u>explained<\/u><\/a> that the amendment would \u201ckeep a check on<\/p>\n\n\n\n<p id=\"viewer-dyr3e3016\">attempts to cause demographic imbalance\u201d.<\/p>\n\n\n\n<p id=\"viewer-kg5j73018\">Muslims from all socioeconomic backgrounds have increasingly purchased property only in Muslim-<\/p>\n\n\n\n<p id=\"viewer-ory6o3020\">majority areas in cities like Juhapura. They have stopped buying property in Hindu areas, both for<\/p>\n\n\n\n<p id=\"viewer-ql0gs3022\">their own safety and because the Act makes Muslims unable to purchase or live in Hindu majority<\/p>\n\n\n\n<p id=\"viewer-n4kgs3024\">areas. Muslim neighborhoods are stigmatized because they are <a target=\"_blank\" href=\"https:\/\/sciencespo.hal.science\/hal-03385497\/file\/2021-jaffrelot-paradoxes-of-ghettoization-india-exclusion-report-2019-20.pdf\" rel=\"noreferrer noopener\"><u>poor<\/u><\/a> and have substandard <a target=\"_blank\" href=\"https:\/\/www.bbc.com\/news\/av\/world-asia-india-68949414\" rel=\"noreferrer noopener\"><u>public<\/u><\/a><\/p>\n\n\n\n<p id=\"viewer-cb91u3026\"><a target=\"_blank\" href=\"https:\/\/www.bbc.com\/news\/av\/world-asia-india-68949414\" rel=\"noreferrer noopener\"><u>infrastructure<\/u><\/a>.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/static.wixstatic.com\/media\/c879b3_7dc4816aeb9c4daaa41eb3d600b50a74~mv2.png\/v1\/fill\/w_493,h_259,al_c,q_85,usm_0.66_1.00_0.01,enc_avif,quality_auto\/c879b3_7dc4816aeb9c4daaa41eb3d600b50a74~mv2.png\" alt=\"\"\/><\/figure>\n\n\n\n<p id=\"viewer-duxtg8176\">A Muslim resident walks past overflowing open sewage in the Juhapura area of Ahmedabad. | Sam Panthaky\/AFP<\/p>\n\n\n\n<p id=\"viewer-tlfu13028\">Genocide Watch recognizes the impunity with which vigilante groups carry out violent attacks<\/p>\n\n\n\n<p id=\"viewer-1hye93030\">against the Muslim population, anti-conversion laws in many states, and laws like the Disturbed<\/p>\n\n\n\n<p id=\"viewer-5ifnu3032\">Areas Act as indicators that Indian Muslims currently face the genocidal process of persecution.<\/p>\n\n\n\n<p id=\"viewer-evbsy3783\">Genocide Watch recommends:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>The Indian government must reform procedures for police in Muslim areas.<\/li>\n\n\n\n<li>Many more Muslims should be hired into the Indian Police Service.<\/li>\n\n\n\n<li>Police training should include fostering positive community relations between Muslims and Hindus, crowd control, and overcoming religious bias.<\/li>\n\n\n\n<li>The Indian government should establish community response teams to investigate complaints about improper conduct of law enforcement agencies.<\/li>\n\n\n\n<li>States should repeal their cow protection laws.<\/li>\n\n\n\n<li>Following directives from the Indian Supreme Court on lynching and mob violence, states should enact and enforce laws prohibiting mob lynching.<\/li>\n\n\n\n<li>The BJP must swiftly and publicly condemn crimes committed by Hindutva vigilante groups and direct police and courts to fully prosecute those involved in vigilante crimes.<\/li>\n\n\n\n<li>\uf0b7 Gujarat and other states should repeal the Disturbed Areas Act<\/li>\n<\/ol>\n\n\n\n<p>Persecution in India_stage 8.pdf<\/p>\n\n\n\n<p>Download PDF \u2022 99KB<\/p>\n\n\n\n<p id=\"viewer-viewer-viewer-viewer-7l57u2047\"><strong>Read Part One of the series here : <\/strong><a target=\"_blank\" href=\"https:\/\/www.genocidewatch.com\/single-post\/the-ten-stages-of-genocide-in-india\" rel=\"noreferrer noopener\"><strong><u>The Ten Stages of Genocide in India &#8211; There are near daily episodes of harassment, public beatings and mob assaults, destruction of property, and lynchings that have created an atmosphere of fear for the country\u2019s 200+ million Muslims.<\/p>\n\n\n\n<p>The rise in this bigotry has largely come into being with the election of Prime Minister Narendra Modi and his Bharatiya Janata Party (BJP), a right-wing Hindu nationalist party. Videos of BJP politicians and right-wing Hindu religious leaders calling on Hindus to bear arms and to kill Muslims have become a normal feature in Modi\u2019s India, where the Prime Minister has failed to condemn such rhetoric or speak out against the rising instability and divisions within society. The inaction and appeasement by the judiciary, law enforcement, and senior levels of government has signaled to the followers of Hindutva, a far-right political ideology that advocates for Hindu supremacy, that those in power support their efforts to carry out their mission of making India a Hindu-only nation. With this, the threat of mass atrocities is growing and becoming a dangerous reality.<\/p>\n\n\n\n<p>This report examines the situation in India utilizing Gregory Stanton\u2019s 10 stages of genocide, and finds that examples of the first 8 stages of genocide are present in India. Currently, the country is teetering at stage 8 (persecution) with the indicators of stage 9 (extermination) becoming more and more visible.
