The conflict, rooted in ethnic divisions since independence, has resisted repeated negotiations and ceasefires .<\/p>\n\n\n\n<p>Even the ASEAN-led \u201cFive-Point Consensus\u201d has largely failed due to non-cooperation and exclusion of key stakeholders .<\/p>\n\n\n\n<p>I myself once attempted, shortly after the coup led by Min Aung Hlaing, to advise a realistic path forward. That advice\u2014like many others\u2014was ignored.<\/p>\n\n\n\n<p>Today, combining that experience with the reflections of U Aung Tin, I present an <strong>updated and more grounded proposal<\/strong>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Part I: Lessons from a Missed Opportunity<\/strong><\/h2>\n\n\n\n<p>Through personal connections, I was approached and asked to lobby Myanmar Muslims, Rohingyas, and international Muslim communities to support the junta\u2014with promises of land and business privileges.<\/p>\n\n\n\n<p>I declined.<\/p>\n\n\n\n<p>Not because I oppose engagement\u2014but because <strong>peace cannot be bought with incentives<\/strong>. It must be built on justice.<\/p>\n\n\n\n<p>Instead, I offered five simple proposals:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Power-sharing between military and civilian leadership<\/li>\n\n\n\n<li>Restoration of democracy and equal rights<\/li>\n\n\n\n<li>Genuine federalism<\/li>\n\n\n\n<li>Compensation for victims<\/li>\n\n\n\n<li>Peace leading to prosperity<\/li>\n<\/ul>\n\n\n\n<p>These were ignored.<\/p>\n\n\n\n<p>Yet, years later, the crisis remains exactly where it was\u2014proving that the <strong>problem was not the proposal, but the refusal to change course<\/strong>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Part II: Why Previous ASEAN Approaches Failed<\/strong><\/h2>\n\n\n\n<p>Your earlier proposal correctly suggested a <strong>Malaysia-led ASEAN negotiation<\/strong>, involving:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>ASEAN members<\/li>\n\n\n\n<li>Regional powers (China, India, Bangladesh)<\/li>\n\n\n\n<li>International actors (UN, QUAD)<\/li>\n\n\n\n<li>All Myanmar stakeholders (SAC, NUG, EROs, PDFs)<\/li>\n<\/ul>\n\n\n\n<p>This framework was sound <strong>on paper<\/strong>.<\/p>\n\n\n\n<p>But in reality, it failed due to:<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">1. Lack of enforcement power<\/h3>\n\n\n\n<p>ASEAN operates on consensus and non-interference\u2014limiting pressure on the junta.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">2. Exclusion or rejection of key actors<\/h3>\n\n\n\n<p>The military has refused dialogue with groups it labels as \u201cterrorists\u201d .<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">3. Over-reliance on diplomacy without leverage<\/h3>\n\n\n\n<p>Dialogue without incentives or consequences becomes symbolic.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">4. Historical repetition of failed strategies<\/h3>\n\n\n\n<p>Myanmar\u2019s peace efforts\u2014including Panglong conferences\u2014have repeatedly excluded key stakeholders or avoided core issues .<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Part III: U Aung Tin\u2019s Core Insight \u2014 Politics Must Change<\/strong><\/h2>\n\n\n\n<p>U Aung Tin\u2019s message is simple but profound:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Politics is not about position\u2014it is about action<\/li>\n\n\n\n<li>One must work even with opponents<\/li>\n\n\n\n<li>One must act even when unpopular<\/li>\n<\/ul>\n\n\n\n<p>Most importantly:<\/p>\n\n\n\n<p><strong>The \u201call-or-nothing\u201d strategy of total confrontation has failed for over 70 years.<\/strong><\/p>\n\n\n\n<p>This aligns directly with Myanmar\u2019s history of conflict and failed negotiations.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Part IV: A Revised, Realistic Peace Proposal<\/strong><\/h2>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>1. Shift from \u201cASEAN-led\u201d to \u201cMulti-Layered Mediation\u201d<\/strong><\/h3>\n\n\n\n<p>Instead of relying solely on ASEAN:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>ASEAN \u2192 facilitator<\/li>\n\n\n\n<li>UN \u2192 legitimacy<\/li>\n\n\n\n<li>China &amp; India \u2192 leverage<\/li>\n\n\n\n<li>Bangladesh \u2192 Rohingya dimension<\/li>\n\n\n\n<li>Western powers \u2192 economic incentives<\/li>\n<\/ul>\n\n\n\n<p>This reflects real geopolitical influence\u2014not idealistic structure.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>2. Mandatory Inclusive Dialogue (No Exclusions)<\/strong><\/h3>\n\n\n\n<p>All parties must be included:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Military (SAC)<\/li>\n\n\n\n<li>National Unity Government<\/li>\n\n\n\n<li>Ethnic Armed Organizations<\/li>\n\n\n\n<li>Civil society<\/li>\n<\/ul>\n\n\n\n<p>No labeling, no exclusion.<\/p>\n\n\n\n<p>Peace cannot be negotiated selectively.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>3. Transitional Power-Sharing Arrangement<\/strong><\/h3>\n\n\n\n<p>Reintroducing and refining my original idea:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Dual leadership or transitional council<\/li>\n\n\n\n<li>Shared authority between military and civilian forces<\/li>\n\n\n\n<li>Time-bound roadmap to elections<\/li>\n<\/ul>\n\n\n\n<p>This is not ideal democracy\u2014but <strong>pragmatic stabilization<\/strong>.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>4. Federalism as the Core Solution<\/strong><\/h3>\n\n\n\n<p>Myanmar\u2019s conflict is fundamentally ethnic.<\/p>\n\n\n\n<p>A <strong>genuine federal system<\/strong>\u2014not symbolic\u2014must include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>State autonomy<\/li>\n\n\n\n<li>Resource sharing<\/li>\n\n\n\n<li>Cultural and religious rights<\/li>\n<\/ul>\n\n\n\n<p>Without this, peace is impossible.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>5. Immediate Humanitarian Measures<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Nationwide ceasefire<\/li>\n\n\n\n<li>Aid corridors (with international monitoring)<\/li>\n\n\n\n<li>Rohingya repatriation with guarantees<\/li>\n<\/ul>\n\n\n\n<p>Malaysia\u2019s concern is valid\u2014over 100,000 Rohingya refugees remain a regional burden .<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>6. Incentives + Pressure Mechanism<\/strong><\/h3>\n\n\n\n<p>A dual approach:<\/p>\n\n\n\n<p><strong>Incentives<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Sanctions relief<\/li>\n\n\n\n<li>International investment<\/li>\n\n\n\n<li>Reconstruction funding<\/li>\n<\/ul>\n\n\n\n<p><strong>Pressure<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Targeted sanctions<\/li>\n\n\n\n<li>Diplomatic isolation if non-compliant<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>7. Leadership Transformation<\/strong><\/h3>\n\n\n\n<p>Here lies the most difficult but decisive factor.<\/p>\n\n\n\n<p>If Min Aung Hlaing chooses:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>negotiation over domination<\/li>\n\n\n\n<li>legacy over power<\/li>\n<\/ul>\n\n\n\n<p>He could still reshape history.<\/p>\n\n\n\n<p>As U Aung Tin noted, even former generals like Tin Oo transformed into respected leaders.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Part V: The Core Principle<\/strong><\/h2>\n\n\n\n<p>Myanmar does not lack:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>intelligence<\/li>\n\n\n\n<li>resources<\/li>\n\n\n\n<li>international support<\/li>\n<\/ul>\n\n\n\n<p>It lacks <strong>political courage to abandon failed strategies<\/strong>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Conclusion: From Repetition to Breakthrough<\/strong><\/h2>\n\n\n\n<p>Your original proposal, my earlier advice, and U Aung Tin\u2019s reflections all converge on one truth:<\/p>\n\n\n\n<p>Myanmar\u2019s tragedy is not the absence of solutions\u2014but the repetition of mistakes.<\/p>\n\n\n\n<p>To move forward:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Replace confrontation with cooperation<\/li>\n\n\n\n<li>Replace exclusion with inclusion<\/li>\n\n\n\n<li>Replace pride with pragmatism<\/li>\n<\/ul>\n\n\n\n<p>Only then can Myanmar move toward:<\/p>\n\n\n\n<p><strong>peace, dignity, and prosperity<\/strong><\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img
