Its findings are based on the Commission\u2019s March 2025 hearing on \u201cCrossroads of Competition: China in Southeast Asia and the Pacific Islands\u201d; fact-finding trips to the Philippines, Indonesia, Vietnam, and Cambodia; and open source research.<\/p>\n\n\n\n<p><strong>Key Findings:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Chinese criminal networks operate industrial-scale scam centers across Southeast Asia that steal tens of billions of dollars annually from people around the world\u2014a massive criminal enterprise that rivals the global drug trade in scale and sophistication.\u00a0<\/li>\n\n\n\n<li>The Chinese criminals behind scam centers have built ties\u2014some overt, some deniable\u2014to the Chinese government by embracing patriotic rhetoric, supporting China\u2019s Belt and Road Initiative (BRI), and promoting pro-Beijing propaganda overseas.
