In Rakhine<\/strong>, the AA (Arakan Army)<\/strong> now effectively administers much of the state. Their authority also arose from military strength<\/strong>, not from elections.<\/p>\n\n\n\n In times of peace, under an impartial and legitimate government, elections can indeed be a fair means of determining power.
