Despite immense sacrifices, the struggle for democracy and human dignity continues. The unity of diverse communities\u2014Bamar, Kachin, Rakhine, Rohingya, Chin, Shan, Karen, Mon, and others\u2014remains essential to building a peaceful, federal, and democratic Union.<\/p>\n\n\n\n<p>At this historic moment, and in light of discussions at the United Nations General Assembly, the undersigned representatives of the Spring Revolution respectfully submit the following <strong>Draft Codes and Charter<\/strong> for consideration by international partners and for adoption by all revolutionary forces:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li><strong>Code for the Protection of Civilians and Prevention of Atrocities<\/strong><\/li>\n\n\n\n<li><strong>Code for Inclusion, Equal Citizenship, and Minority Rights<\/strong><\/li>\n\n\n\n<li><strong>Code for Resource Governance and Conflict-Free Certification<\/strong><\/li>\n\n\n\n<li><strong>Charter of the Joint Operations and Political Council (JOPC)<\/strong><\/li>\n<\/ol>\n\n\n\n<p>These documents are proposed as a foundation for a <strong>united revolutionary command<\/strong>, a <strong>binding commitment to human rights and accountability<\/strong>, and a <strong>framework for transparent governance of national resources<\/strong>. They also serve as an assurance to the international community that the Spring Revolution is not only a struggle against dictatorship, but also a movement committed to justice, inclusion, and peace.<\/p>\n\n\n\n<p><strong>We respectfully invite delegates, governments, and civil society to review these Draft Codes and Charter, to provide feedback, and to encourage their adoption. We believe that this collective commitment can strengthen the legitimacy of Myanmar\u2019s democratic forces and open the way for meaningful international partnership in ending the crisis.<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Draft 1: Code for the Protection of Civilians and Prevention of Atrocities<\/h2>\n\n\n\n<p><strong>The Representatives of the National Unity Government, Ethnic Revolutionary Organizations, People\u2019s Defence Forces, and Allied Forces,<\/strong><\/p>\n\n\n\n<p><strong>Recalling<\/strong> the principles enshrined in the Charter of the United Nations, the Universal Declaration of Human Rights, and the Geneva Conventions,<\/p>\n\n\n\n<p><strong>Acknowledging<\/strong> the provisional measures ordered by the International Court of Justice in <em>The Gambia v. Myanmar<\/em>,<\/p>\n\n\n\n<p><strong>Recognizing<\/strong> that protection of civilians is central to the legitimacy of any revolutionary or political movement,<\/p>\n\n\n\n<p><strong>Hereby adopt the following Code of Conduct:<\/strong><\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li><strong>Decides<\/strong> that all parties under this Compact shall refrain from any deliberate attack on civilians, civilian dwellings, schools, hospitals, religious sites, humanitarian workers, and places of refuge.<\/li>\n\n\n\n<li><strong>Affirms<\/strong> zero tolerance for ethnic cleansing, crimes against humanity, and genocide.<\/li>\n\n\n\n<li><strong>Commits<\/strong> to allow impartial humanitarian access and monitoring by the United Nations, the International Committee of the Red Cross, and accredited NGOs.<\/li>\n\n\n\n<li><strong>Decides<\/strong> that all alleged violations shall be documented, investigated, and if substantiated, referred to the International Criminal Court or relevant accountability mechanisms.<\/li>\n\n\n\n<li><strong>Declares<\/strong> that compliance with this Code is a precondition for membership in the <strong>Joint Operations and Political Council (JOPC).<\/strong><\/li>\n<\/ol>\n\n\n\n<h2 class=\"wp-block-heading\">Draft 2: Code for Inclusion, Equal Citizenship, and Minority Rights<\/h2>\n\n\n\n<p><strong>The Representatives of the National Unity Government, Ethnic Revolutionary Organizations, People\u2019s Defence Forces, and Allied Forces,<\/strong><\/p>\n\n\n\n<p><strong>Guided<\/strong> by the Universal Declaration of Human Rights, the International Covenant on Civil and Political Rights, and the International Convention on the Elimination of All Forms of Racial Discrimination,<\/p>\n\n\n\n<p><strong>Recalling<\/strong> the findings of the International Court of Justice on the Rohingya case,<\/p>\n\n\n\n<p><strong>Recognizing<\/strong> that equal citizenship and inclusion are essential to the building of a just and peaceful federal democratic union,<\/p>\n\n\n\n<p><strong>Hereby adopt the following Code of Commitment:<\/strong><\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li><strong>Decides<\/strong> to abolish the 1982 Citizenship Law and replace it with a framework guaranteeing equal citizenship for all persons born in Myanmar or with lawful ancestral ties.<\/li>\n\n\n\n<li><strong>Recognizes<\/strong> the Rohingya as an indigenous community of Myanmar entitled to full and equal rights.<\/li>\n\n\n\n<li><strong>Commits<\/strong> to enshrine constitutional guarantees of freedom of religion, equality of all ethnic nationalities, and the protection of minority languages and cultures.<\/li>\n\n\n\n<li><strong>Affirms<\/strong> that no citizen shall be discriminated against based on ethnicity, faith, or gender in political participation, property rights, or access to state services.<\/li>\n\n\n\n<li><strong>Decides<\/strong> that these guarantees shall form part of the basic law of the new Myanmar and be safeguarded by independent constitutional courts.<\/li>\n<\/ol>\n\n\n\n<h2 class=\"wp-block-heading\">Draft 3: Code for Resource Governance and Conflict-Free Certification<\/h2>\n\n\n\n<p><strong>The Representatives of the National Unity Government, Ethnic Revolutionary Organizations, People\u2019s Defence Forces, and Allied Forces,<\/strong><\/p>\n\n\n\n<p><strong>Recalling<\/strong> the Sustainable Development Goals and the UN Guiding Principles on Business and Human Rights,<\/p>\n\n\n\n<p><strong>Recognizing<\/strong> that Myanmar\u2019s natural resources, including rare earth elements, belong to all its peoples and must be used for peaceful development,<\/p>\n\n\n\n<p><strong>Alarmed<\/strong> that resource exploitation has fueled conflict and human rights violations,<\/p>\n\n\n\n<p><strong>Hereby adopt the following Code on Resource Governance:<\/strong><\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li><strong>Declares<\/strong> a moratorium on all new mineral, oil, gas, and timber concessions during the period of armed conflict.<\/li>\n\n\n\n<li><strong>Decides<\/strong> that all future contracts shall be awarded transparently under a new legal framework subject to parliamentary approval and international auditing.<\/li>\n\n\n\n<li><strong>Commits<\/strong> to establish an independent \u201cConflict-Free Myanmar Certification Authority\u201d with international participation, modeled on conflict-free diamond and mineral regimes.<\/li>\n\n\n\n<li><strong>Affirms<\/strong> that all revenues from natural resources shall be deposited in transparent accounts, with independent auditing, and earmarked for reconstruction, education, and healthcare.<\/li>\n\n\n\n<li><strong>Decides<\/strong> that no party to this Compact shall engage in secret or unilateral resource contracts with foreign entities during the transition.<\/li>\n<\/ol>\n\n\n\n<h2 class=\"wp-block-heading\">Draft 4: Charter of the Joint Operations and Political Council (JOPC)<\/h2>\n\n\n\n<p><strong>The Representatives of the National Unity Government, Ethnic Revolutionary Organizations, People\u2019s Defence Forces, and Allied Forces,<\/strong><\/p>\n\n\n\n<p><strong>Recalling<\/strong> the sacrifices of all communities in the struggle against dictatorship,<\/p>\n\n\n\n<p><strong>Recognizing<\/strong> that unity of command and inclusivity of political vision are indispensable to victory and sustainable peace,<\/p>\n\n\n\n<p><strong>Hereby establish the Joint Operations and Political Council (JOPC):<\/strong><\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li><strong>Decides<\/strong> that the JOPC shall serve as the supreme joint political and military council of the Spring Revolution, binding upon all signatories.<\/li>\n\n\n\n<li><strong>Determines<\/strong> that membership shall include the NUG, major PDFs from Sagaing, Magway, and Mandalay, the Kachin Independence Organization, the Arakan Army, the Ta\u2019ang National Liberation Army, and duly appointed representatives of the Rohingya and other minorities.<\/li>\n\n\n\n<li><strong>Decides<\/strong> that the JOPC shall operate under the principles of consensus where possible, or by two-thirds majority where necessary.<\/li>\n\n\n\n<li><strong>Appoints<\/strong> General Sumlut Gun Maw as the first Coordinator of the JOPC Military Board, assisted by two rotating deputies representing Bamar PDFs and other Ethnic Revolutionary Organizations.<\/li>\n\n\n\n<li><strong>Declares<\/strong> that adherence to the Codes on Civilian Protection, Inclusion, and Resource Governance shall be a condition of membership.<\/li>\n\n\n\n<li><strong>Mandates<\/strong> the JOPC to coordinate joint military operations, negotiate humanitarian corridors, and prepare for post-transition governance in partnership with the United Nations and ASEAN.<\/li>\n\n\n\n<li><strong>Commits<\/strong> to dissolve the JOPC upon the convening of a duly elected democratic parliament under a new federal
