Context and Urgency<\/h3>\n\n\n\n<p>Myanmar remains trapped in a cycle of prolonged civil war and revolutionary conflict. Since independence in 1948, the country has endured successive waves of armed resistance and political instability:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The Communist Party of Burma initiated its first insurgency in Paukkongyi, Bago Region, on 2 April 1948\u2014less than three months after independence.<\/li>\n\n\n\n<li>The Karen National Union (KNU) began its armed struggle against the central government in early 1949.<\/li>\n\n\n\n<li>Arakanese nationalists led by the monk U Seinda and Muslim Mujahideen groups in Rakhine State launched simultaneous uprisings.<\/li>\n\n\n\n<li>In 1949 Naw Seng, a Kachin captain in Kachin Battalion 1 joined KNDO.\u00a0After Buddhism state religion\u00a0on 26 August 1961, Kachin Independence Army increased the rebellion.<\/li>\n\n\n\n<li>The military coup on 1 February 2021 triggered widespread peaceful protests, which were met with violent suppression, sparking the Spring Revolution.<\/li>\n<\/ul>\n\n\n\n<p><strong>Without a negotiated peace, Myanmar risks further fragmentation, with armed factions continuing to emerge and civilians bearing the brunt of the suffering. <\/strong>A comprehensive and inclusive peace process is essential <strong>to prevent state failure<\/strong> and to build a resilient federal democracy.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Strategic Peace Roadmap (2025\u20132030)<\/h2>\n\n\n\n<h3 class=\"wp-block-heading\">Phase I \u2013 Ceasefire and Confidence Building (2025)<\/h3>\n\n\n\n<p><strong>Lead Facilitators:<\/strong> Malaysia, ASEAN, United Nations <strong>Supporting Guarantors:<\/strong> China, United States, European Union, Japan, India, Norway, Switzerland, OIC<\/p>\n\n\n\n<p><strong>Key Actions:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Immediate cessation<\/strong> of hostilities<\/li>\n\n\n\n<li>Designation of <strong>\u201csafe humanitarian corridors\u201d<\/strong><\/li>\n\n\n\n<li>Deployment of ASEAN and UN <strong>ceasefire and humanitarian monitoring teams<\/strong><\/li>\n\n\n\n<li><strong>Release of detainees and political prisoners<\/strong><\/li>\n\n\n\n<li>Convening of a <strong>\u201cPre-Talks Roundtable\u201d<\/strong> in Malaysia with representatives from:\n<ul class=\"wp-block-list\">\n<li>National Unity Government (NUG)<\/li>\n\n\n\n<li>Military Council<\/li>\n\n\n\n<li>Ethnic Resistance Organizations (EROs)<\/li>\n\n\n\n<li>People\u2019s Defense Forces (PDFs)<\/li>\n\n\n\n<li>Religious minority leaders<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>No immediate demand for disarmament<\/strong>  nor surrender\u2014focus on temporary de-escalation<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Phase II \u2013 Federal Negotiations and National Convention 2.0 (2026)<\/h3>\n\n\n\n<p><strong>Guiding Principles:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Spirit of the 1947 Panglong Agreement<\/li>\n\n\n\n<li>Foundational principles of federal democracy<\/li>\n<\/ul>\n\n\n\n<p><strong>Core Topics:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Drafting a federal democratic constitution <\/strong>with genuine <strong>power-sharing<\/strong><\/li>\n\n\n\n<li><strong>Guaranteeing religious freedom and anti-discrimination protections<\/strong><\/li>\n\n\n\n<li>Safe repatriation and reintegration of displaced persons and refugees<\/li>\n\n\n\n<li>Establishing a transitional justice mechanism<\/li>\n\n\n\n<li>Signing a temporary ceasefire agreemen during the convention period<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Phase III \u2013 Formation of Myanmar National Unity Transitional Government (2027\u20132029)<\/h3>\n\n\n\n<p><strong>Inclusive Representation:<\/strong><\/p>\n\n\n\n<ol start=\"1\" class=\"wp-block-list\">\n<li>Civilian political leaders (NUG, NLD, independents)<\/li>\n\n\n\n<li>Ethnic and religious representatives<\/li>\n\n\n\n<li>Reformed military personnel and veterans<\/li>\n<\/ol>\n\n\n\n<p><strong>Conditions:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>No veto power for the military<\/strong><\/li>\n\n\n\n<li><strong>ASEAN, UN, China, and the US may appoint advisory delegates<\/strong><\/li>\n\n\n\n<li><strong>Establishment of joint commissions for:<\/strong>\n<ul class=\"wp-block-list\">\n<li>Economic recovery<\/li>\n\n\n\n<li>Anti-corruption<\/li>\n\n\n\n<li>Military reform under civilian oversight<\/li>\n\n\n\n<li>Citizenship review (including Rohingya)<\/li>\n\n\n\n<li><strong>Constitutional drafting<\/strong> \u2013 to develop a new federal democratic constitution that reflects inclusive governance and long-term stability<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Phase IV \u2013 Free and Fair Elections (2030)<\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Postpone the military\u2019s proposed 2025 elections until 2030<\/li>\n\n\n\n<li>Conduct elections under international observation<\/li>\n\n\n\n<li>Guarantee universal suffrage regardless of ethnicity or religion<\/li>\n\n\n\n<li>Establish a permanent civilian government under the new federal constitution<\/li>\n\n\n\n<li>Explicit constitutional prohibition of future military coups<\/li>\n\n\n\n<li>Ensure accountability and justice mechanisms<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Federal Democratic Union of Myanmar \u2013 Constitutional Framework<\/h2>\n\n\n\n<p>To ensure long-term unity and stability, the <strong>Federal Democratic Union of Myanmar<\/strong> shall be guided by the following principles:<\/p>\n\n\n\n<p><strong>(a) Transitional Federalism:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>A federal system shall be implemented for <strong>a minimum of ten years<\/strong><\/li>\n\n\n\n<li>After this period, constituent states may be offered the option to transition into a <strong>Con-Federation<\/strong> model<\/li>\n\n\n\n<li><strong>Secession shall not be permitted<\/strong> under any circumstances<\/li>\n<\/ul>\n\n\n\n<p><strong>(b) Full Democracy with Safety Nets:<\/strong><\/p>\n\n\n\n<p>Democratic governance shall be accompanied by robust <strong>social safety nets<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>These shall include <strong>protections for vulnerable populations, equitable access to services, and inclusive economic development<\/strong><\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Transitional Justice and Security Sector Reform<\/h2>\n\n\n\n<p><strong>Amnesty<\/strong> during the transition period only for those <strong>who accept ceasefire and truth-telling<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Adopt <strong>Truth and Reconciliation Commission (TRC)<\/strong> models from South Africa and Rwanda<\/li>\n\n\n\n<li><strong>Investigate and document grave crimes<\/strong> (e.g., Rohingya genocide, war crimes)<\/li>\n\n\n\n<li>Conditional <strong>clemency for those who confess and seek reconciliation<\/strong><\/li>\n\n\n\n<li>Provide reparations, psychological and medical support to victims<\/li>\n<\/ul>\n\n\n\n<p><strong>Disarmament, Demobilization, and Reintegration (DDR):<\/strong><\/p>\n\n\n\n<p>All armed groups to submit <strong>voluntary lists of eligible personnel for DDR<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Support reintegration and <strong>livelihood programs for ex-combatants<\/strong><\/li>\n\n\n\n<li>Establish a new inclusive<strong> national army under democratic civilian control<\/strong><\/li>\n\n\n\n<li><strong>Local police forces<\/strong> to be placed under respective <strong>regional governments<\/strong><\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Economic Reconstruction Plan<\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Review and audit all military-era and Chinese-backed projects<\/li>\n\n\n\n<li>Approve only those aligned with international standards and national interest<\/li>\n\n\n\n<li>Launch a <strong>USD $10 billion Reconstruction Fund<\/strong>\n<ul class=\"wp-block-list\">\n<li>Seek contributions from ASEAN, Japan, US, EU, World Bank, OIC, and China<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Encourage return of overseas Myanmar nationals<\/strong> through investment incentives and long-term residency visas<\/li>\n\n\n\n<li>Promote green economy and job creation<\/li>\n\n\n\n<li><strong>Offer vocational training for ex-combatants and youth<\/strong><\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Diplomatic Recommendations for Stakeholders<\/h2>\n\n\n\n<p><strong>China:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Prioritize border stability, Belt and Road Initiative continuity, and limit US influence<\/li>\n\n\n\n<li>Apply pressure on Myanmar\u2019s military regime to engage in peace talks<\/li>\n<\/ul>\n\n\n\n<p><strong>United States and Allies:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Focus on halting war crimes and ensuring humanitarian access<\/li>\n\n\n\n<li>Support political and economic cooperation without requiring full NUG victory<\/li>\n\n\n\n<li>Engage in joint ventures for rare earth and natural resource development<\/li>\n\n\n\n<li><strong>If President Donald Trump and Prime Minister Anwar Ibrahim jointly pressure China to support peace efforts, their leadership could potentially be recognized with a Nobel Peace Prize<\/strong><\/li>\n<\/ul>\n\n\n\n<p><strong>ASEAN:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Address regional stability, refugee flows, and irregular migration<\/li>\n\n\n\n<li>Take responsibility both within member states and inside Myanmar<\/li>\n<\/ul>\n\n\n\n<p><strong>Russia:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>May continue arms trade but should refrain from disrupting negotiations<\/li>\n<\/ul>\n\n\n\n<p><strong>NUG\/NLD:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Accept shared governance with ethnic groups<\/strong><\/li>\n\n\n\n<li><strong>Recognize that full removal of military influence may not be immediately feasible<\/strong><\/li>\n<\/ul>\n\n\n\n<p><strong>Military:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Must accept reduced authority <\/strong>under democratic civilian rule<\/li>\n\n\n\n<li><strong>Individuals seeking political office must resign from military service<\/strong><\/li>\n<\/ul>\n\n\n\n<p><strong>ERO\/PDF:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Retain territorial defense rights and federal autonomy<\/li>\n\n\n\n<li>Accept inclusion in the Union government and shared governance<\/li>\n<\/ul>\n\n\n\n<p><strong>Ethnic and Religious Minorities:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Guaranteed citizenship, dignity, and equal rights<\/strong><\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Conclusion<\/h2>\n\n\n\n<p>Myanmar stands at a historic crossroads. After decades of bloodshed, a new dawn is possible. The sound of gunfire is slowly being replaced by calls for peace and justice. A federal democratic future is within reach.<\/p>\n\n\n\n<p><strong>The next decade must be one of unity, dignity, and peace<\/strong>\u2014especially for the generations to come. It is time to build a new nation together, where all communities coexist under the rule of law, guided by integrity, compassion, and reconciliation.<\/p>\n\n\n\n<p><strong>Note:<\/strong> This proposal has been submitted solely by the author (DARZKKG) to ASEAN, the Government of Malaysia, and the Ministry of Foreign Affairs.
