However, due to the lack of acknowledgment, feedback, or visible political progress, I believe it is now in the national interest to make this strategic policy proposal public.<\/p>\n\n\n\n<p>I have no personal stake in any one political faction. Strategic Maritime Access<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Offer U.S. logistical access to select deep-sea facilities in the <strong>Myeik Archipelago or Tanintharyi Region<\/strong>, near the Strait of Malacca.<\/li>\n\n\n\n<li>Use limited to <strong>naval logistics, surveillance, humanitarian operations<\/strong> (not full basing unless negotiated post-transition).<\/li>\n<\/ul>\n\n\n\n<p><strong>2. Rare Earth &amp; Strategic Mineral Partnership<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Upon stabilization, invite U.S. mining firms to jointly develop rare earth reserves in <strong>Kachin, Shan, and Kayin States<\/strong>, under a <strong>transparent regulatory framework<\/strong> co-designed with U.S., EU, and ASEAN advisors.<\/li>\n<\/ul>\n\n\n\n<p><strong>3. Democratic and Human Rights Commitments<\/strong><br>The governing authority (NUG or otherwise) would formally commit to:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Free and fair elections post-conflict;<\/li>\n\n\n\n<li><strong>Restoration of full citizenship for Rohingya<\/strong> and all ethnic minorities;<\/li>\n\n\n\n<li>Legal guarantees on <strong>press freedom<\/strong>, <strong>civil liberties<\/strong>, and <strong>religious tolerance<\/strong>;<\/li>\n\n\n\n<li>Alignment with <strong>ASEAN, UN<\/strong>, and <strong>Western constitutional norms<\/strong>.<\/li>\n<\/ul>\n\n\n\n<p><strong>5.
