AiPAH Announces Establishment of Rohingya Tribunal
Houston, Texas, USA – The Arakan Institute for Peace and Human Rights (AiPAH) today announced the establishment of the Rohingya Tribunal, a landmark initiative dedicated to advancing truth, justice, and accountability for mass atrocities—such as genocide, crimes against humanity, and war crimes—committed against the Rohingya by the United League of Arakan/Arakan Army (ULA/AA) leadership, their forces, and their collaborators in Myanmar.
The Rohingya Tribunal will serve as an independent People’s Tribunal, convened in the United States, to:
Examine and adjudicate allegations of genocide, crimes against humanity, and war crimes.
Document survivor testimonies, expert evidence, and investigative findings according to international law standards.
Deliver a legal and moral judgment that strengthens global advocacy at the United Nations, U.S. Congress, U.S. Government, International Courts, Bangladesh, United Kingdom, European Union, Organization of Islamic Cooperation (OIC), and ASEAN.
Leadership Statement
“Justice for the Rohingya people has been delayed for far too long. The establishment of the Rohingya Tribunal marks a historic step towards accountability. This Tribunal will amplify survivor voices, document the truth, and hold ULA/AA leadership, perpetrators, and collaborators accountable before the world. While it will not replace international courts, it will strengthen the global pursuit of justice,” said U Shwe Maung, President & CEO of AiPAH and former Member of Parliament for Buthidaung, Myanmar.
Steering Committee & Next Steps
As the first step, AiPAH is forming a Steering Committee of 3–5 distinguished persons who will guide the development of the Tribunal’s Charter, rules of procedure, and institutional framework.
Further details regarding the composition of the Steering Committee and the next phases of the Tribunal will be announced soon.

ဤရိုဟင်ဂျာခုံရုံးသည် အမေရိကန်ပြည်ထောင်စုတွင် ကျင်းပမည့် လွတ်လပ်သော ပြည်သူ့ခုံရုံး (Independent People’s Tribunal) အဖြစ် ဆောင်ရွက်မည်ဖြစ်ပြီး ၎င်း၏ ရည်ရွယ်ချက်များမှာ –
လူမျိုးတုန်းသတ်ဖြတ်မှု၊ လူသားမျိုးနွယ်အပေါ် ကျူးလွန်သေ ရာဇဝတ်မှုများနှင့် စစ်ရာဇဝတ်မှုများဆိုင်ရာ စွပ်စွဲချက်များကို စစ်ဆေးဆုံးဖြတ်ရန်။
အပြည်ပြည်ဆိုင်ရာဥပဒေစံနှုန်းများအရ ရှင်သန်ကျန်ရစ်သူများ၏ ထွက်ဆိုချက်များ၊ ကျွမ်းကျင်ပညာရှင်များ၏ သက်သေအထောက်အထားများနှင့် စုံစမ်းစစ်ဆေးတွေ့ရှိချက်များကို မှတ်တမ်းတင်ရန်။
ကုလသမဂ္ဂ၊ အမေရိကန်ကွန်ဂရက်လွှတ်တော်၊ အမေရိကန်အစိုးရ၊ အပြည်ပြည်ဆိုင်ရာတရားရုံးများ၊ ဘင်္ဂလားဒေ့ရှ်၊ ယူနိုက်တက်ကင်းဒမ်း၊ ဥရောပသမဂ္ဂ၊ အိုအိုင်စီနှင့် အာဆီယံတို့တွင် ကမ္ဘာလုံးဆိုင်ရာ ဦးဆောင်စည်းရုံးလှုံ့ဆော်ရေးလုပ်ငန်းများကို အားဖြည့်ပေးမည့် ဥပဒေနှင့်အညီ ဆုံးဖြတ်ချက် ချမှတ်ရန်တို့ဖြစ်သည်။

“ရိုဟင်ဂျာလူမျိုးတို့အတွက် တရားမျှတမှုသည် ကြာမြင့်စွာ နောက်ကျခဲ့ရပါပြီ။ ရိုဟင်ဂျာခုံရုံး တည်ထောင်ခြင်းသည် တာဝန်ခံမှုဆီသို့ သမိုင်းဝင်ခြေလှမ်းသစ်တစ်ရပ်ကို စတင်လိုက်ခြင်းပင် ဖြစ်သည်။ ဤခုံရုံးသည် ရှင်သန်ကျန်ရစ်သူများ၏ အသံများကို မြှင့်တင်ပေးကာ အမှန်တရားကို မှတ်တမ်းတင်ပြီး ULA/AA ခေါင်းဆောင်များ၊ ပြစ်မှုကျူးလွန်သူများနှင့် ၎င်းတို့၏ ပူးပေါင်းကူညီသူကြံရာပါများအား ကမ္ဘာ့မျက်မှောက်တွင် တာဝန်ခံစေမည် ဖြစ်သည်။ ၎င်းသည် အပြည်ပြည်ဆိုင်ရာတရားရုံးများကို အစားထိုးရန် မဟုတ်သော်လည်း ကမ္ဘာလုံးဆိုင်ရာ တရားမျှတမှုရှာဖွေရေးလုပ်ငန်းစဉ်ကို အားဖြည့်ပေးမည် ဖြစ်သည်” ဟု AiPAH ၏ ဥက္ကဋ္ဌနှင့် အမှုဆောင်အရာရှိချုပ် ဦးရွှေမောင် (မြန်မာနိုင်ငံ၊ ဘူးသီးတောင်မဲဆန္ဒနယ်မှ ယခင်အမတ်ဟောင်း) က ပြောကြားသည်။
ဦးဆောင်ကော်မတီနှင့် နောက်လုပ်ဆောင်မည့်အဆင့်များ
ပထမဆုံးအဆင့်အနေဖြင့်၊ AiPAH သည် ခုံရုံး၏ ပဋိညာဉ်စာတမ်း၊ လုပ်ထုံးလုပ်နည်းစည်းမျဉ်းများနှင့် အဖွဲ့အစည်းဆိုင်ရာ မူဘောင်တို့ကို ပြဋ္ဌာန်းရန် လမ်းညွှန်မည့် ထင်ရှားကျော်ကြားသူ ၃ ဦးမှ ၅ ဦး ပါဝင်သော ဦးဆောင်ကော်မတီ (Steering Committee) ကို ဖွဲ့စည်းသွားမည် ဖြစ်သည်။
ဦးဆောင်ကော်မတီ ဖွဲ့စည်းပုံနှင့် ခုံရုံး၏ နောက်ထပ်လုပ်ငန်းအဆင့်ဆင့်ဆိုင်ရာ အသေးစိတ်အချက်အလက်များကို မကြာမီကြေညာသွားမည် ဖြစ်သည်။
