A Strategic Advice for NUG to Engage and offer incentives to USA

I had tried to send this CONFIDENTIAL POLICY MEMO (FOR STRATEGIC PARTNERSHIP OUTREACH) to NUG since early July 2025. I think it is the time to reveal openly to the public.

Executive Summary

In light of deteriorating regional stability and the expansion of authoritarian influence in Southeast Asia, the National Unity Government of Myanmar proposes a quiet, conditional, and mutually beneficial partnership with the United States. We seek targeted support—both military and diplomatic—in exchange for access, alignment, and a long-term democratic commitment that will shift the balance of power in the Indo-Pacific.


Key Proposals

1. Strategic Access to Myanmar’s Maritime Corridor

  • Offer the U.S. exclusive access to a designated island or port facility in Tanintharyi Region (e.g., Myeik Archipelago), near the eastern entrance of the Strait of Malacca.
  • Purpose: intelligence sharing, surveillance, logistics support—not permanent basing unless formally negotiated post-transition.

2. Priority Access to Rare Earth & Strategic Minerals

  • Upon territorial stabilization, Myanmar will grant U.S. mining firms priority partnerships in Kachin State and adjacent regions rich in rare earth elements, tin, tungsten, and other critical minerals.
  • An international, transparent regulatory framework will be co-developed with U.S. and democratic allies.

3. Humanitarian and Naval Landing Rights

  • Grant U.S. Navy humanitarian ships landing rights at one major port (e.g., Dawei or Kawthaung) for relief operations and regional stability patrols.
  • Myanmar welcomes maritime training and anti-smuggling cooperation, particularly in the Bay of Bengal and Andaman Sea.

4. Unambiguous Democratic Commitment

  • NUG is ready to formalize its irrevocable commitment to democratic governance, including:
    • Free and fair elections post-conflict.
    • Full restoration of citizenship rights to Rohingyas and other minorities.
    • Legal guarantees on press freedom, civil society, and religious tolerance.
    • Institutional alignment with ASEAN, UN, and Western norms.

5. Coordinated Resistance Support

  • Request discreet supply of defensive military aid, including:
    • Anti-aircraft systems or intelligence for neutralizing junta airstrikes.
    • Communications equipment for united command.
    • Non-lethal military logistics (drones, secure transport, medevac kits).

Strategic Justification for the United States

  • Counters China’s military and economic control over Myanmar and the Malacca gateway.
  • Provides a democratic foothold in the Indo-Pacific, bordering India, Thailand, and China.
  • Helps dismantle one of the world’s most entrenched narco-military regimes.
  • Builds goodwill and access in Southeast Asia without full-scale intervention.
  • Symbolically reaffirms U.S. credibility in supporting freedom movements—after Afghanistan and Hong Kong.

Quiet Channels and Future Vision

  • We propose initial engagement through:
    • Third-party think tanks (CSIS, Carnegie, IISS, etc.).
    • Coordinated ASEAN+ dialogues via Malaysia, Indonesia, or Japan.
    • U.S. Indo-Pacific Command (USINDOPACOM) civilian liaison teams.

Once territory is regained and democratic control established, we welcome:

  • U.S. diplomatic mission reestablishment in Naypyidaw or Mandalay.
  • Entry of U.S.-based civil society organizations to assist with transitional justice and constitutional reform.

The Myanmar people are fighting for their survival—and for the values the United States has long championed. We ask for not a blank check, but a strategic, conditional partnership rooted in shared long-term interests.
We are ready to work closely with American institutions to ensure transparency, accountability, and lasting stability.
